Dear PEBB Admin.,

The following communication will go out to all PEBB benefit eligible members. I encourage you to read this communication and IRS Notice 2020-29.

PEBB is asking members wanting to alter their medical, dental and/or vision coverages to turn the form into their agency or university admins by June 30. PEBB is allowing enrollment in any medical, dental and/or vision plan, the addition of dependents to these coverages or the option to opt out or decline medical consistent with our established rules. PEBB is not allowing the dropping of any dependents nor the dropping of dental and/or vision nor changing of any plans unless the member experiences an established QSC.

Additionally, PEBB is allowing enrollment, termination, increases or decreases to Health Care and Dependent Care Flexible Spending Accounts. This form needs to come to PEBB for processing no later than June 30.

All alterations to the above plans will be prospective to when the form was received. So, if the member turns the form in during May the change will occur June 1st and if the member turns the form in during June the change will occur July 1. Any forms received after June 30 will not be processed as this is a one-time offering.

Dear PEBB Member,

The IRS has issued a new notice IRS Notice 2020-29.



Due to COVID-19 this notice allows members certain prospective mid-year changes if PEBB supports the changes.

You have until June 30, 2020 to take advantage of this one-time offering. Once enrolled, these accounts become fixed

unless you have a qualifying mid-year event<https://www.oregon.gov/oha/PEBB/Documents/AppendixA-QSC.pdf>.



Here are the changes PEBB has adopted:



Flexible Spending Accounts (FSAs) (both Health Care* and Dependent Care)

  *   You may newly enroll in either FSA
  *   You may cancel either FSA
  *   You may increase or decrease either FSA contribution amount

You may use this form<https://www.oregon.gov/oha/PEBB/FORMS/FSA-IRS-Notice.pdf> to process this change. The form should be turned in to PEBB for processing no later than

June 30, 2020. These accounts are use-it or lose-it and may be monitored by the IRS.

*Important - You cannot cancel or decrease your HC FSA if you have been reimbursed more than your

existing account balance for 2020.



Health Coverage Election Change

  *   You may newly enroll in a PEBB medical, dental and/or vision plan
  *   You may opt out of your PEBB medical plan and receive a monthly monetary incentive (you must have other group coverage)
  *   You may add dependents to your PEBB medical, dental and/or vision plan

You may use this form<https://www.oregon.gov/oha/PEBB/FORMS/IRS-Notice-Midyear.pdf> to process this change. This form should be submitted to your agency or university admin for processing

no later than June 30, 2020.
