Payroll professionals,

The city of Eugene has passed Ordinance 20616 to take affect January 2021.  Ordinance 20616 includes a new payroll tax.  Government entities are exempt from the employer tax. The employee payroll tax is applied to total taxable wages paid, to an employee working at a business located in the Eugene city limits.  The Eugene city limits is not the same as the urban growth boundary nor is it determined by certain zip codes.

We are currently in the testing phase and anticipate implementing the new tax in production, in a timely manner.  If you have any additional questions or concerns, please contact Jason Robinson, OSPS Manager, 971-900-7688.
