OSPS E-News ~ Metro and Multnomah taxes

Hello Payroll Professionals,

We wanted to share some news with you that may only affect a small number of your employees, but if you get questions you'll be prepared to guide them to resources.

There are two new payroll taxes that started January of 2021, but only became mandatory for employers to withhold on January 2022.

If you get questions regarding the Metro Supportive Housing Services (SHS) tax, you can guide your employees here:

If you get questions regarding the Multnomah Preschool for All (PFA) tax, you can guide your employees here:

For those employees that qualify to have the tax withheld, they can make choices to opt-in and have the state withhold, or opt-out and pay the tax themselves. These opt-in/opt-out options are available through Workday. For an employee to change their opt-in/opt-out options, an employee needs to log into their Workday account, click on their picture, click view profile, then on the left hand side click on "Pay", in the ribbon click "Opt-in Tax", if they are not mandated to have withholdings, they need to click "Add Opt-in Tax", then choose either Multnomah or Metro and follow instructions on the form.  If they are in the group mandated to have withholding, then can pick the tax that we are withholding for and opt-out.
