OSPS E-News ~ February Run 1 Paid March 1 Over and Under Payments

Announcements from OSPS to the users of the Oregon State Payroll Application osps-news at omls.oregon.gov

Good morning Payroll Partners,
For the February run 1 paid March 1 payroll, we are aware of over and under payments related to the "Salary Admin" worktag that was implemented February 10 to correct the mid-month compensation issue. This "Salary Admin" tag was added to the following time entry codes:

  *   Flex time
  * Salary costing overrides (worktags for cost centers, project or grants)
  *   Holiday
  *   Competency training (new code)
  * Light duty worked (new code)
  * Show up time worked (new code)
  * Time worked career development (new code)
  * Travel for training (new code)
Employees who had entered flex time, costing overrides or Holiday prior to February 10 were overpaid for those entries. Then if employees made corrections to January time for flex time, costing overrides or Holiday were underpaid on the March 1 paycheck. Overall, there were approximately 2,200 employees that were possibly over or under paid for February run 1 paid March 1, 2023.
DAS is currently fixing the large dollar amount underpayments and they will be marked on the spreadsheet loaded into Workday Drive. There are 2 groups of underpayments, multi-job workers and single job workers.
For the multi-job workers that are on job rotations, many of those underpaid are a result of the employee entering time on their additional job position (no pay group) and not their base position. Employees should be entering time on their base position to be paid correctly. To fix the under payment, these employees will need to enter time worked in January and/or February on their base position.
We understand that employees had previously entered time on their additional job positions and their pay had not been impacted. However, with the change made on February 10 it is necessary for time to be entered on the base position where the compensation is assigned to.
We will be loading a list to Workday Drive for payroll partners to filter by their agency and begin working with employees to correct time. There will be a separate document with instructions included in WD Drive on steps to take when reviewing the list of employees.
