Dear State Payroll Partners,

I wanted to again thank you for all you are doing to support employees through the state's transition to the new payroll system. We recognize the strain this has put on our workforce--particularly payroll partners. We are very sorry for the stress this may have caused you and some of your employees.

DAS has been working with a team of IT experts to evaluate the post-implementation process and response to the state's new payroll system. We know the new system is negatively impacting employee pay and agency payroll administration and we are getting back on track. The functionality will get better, but we are not there yet.

The DAS Payroll and Time Tracking Project Team needs to be more confident that they are resolving issues with certainty before putting fixes into the system. That will require adequate testing. Without that, we may solve one issue while creating another.

As a result, DAS is taking a more measured approach by pausing the implementation of fixes. This will allow for more time to identify, test and implement solutions we are confident will work. It will also allow more time to communicate in advance with payroll partners and employees whenever possible about what to expect, and when.

This means that employees may continue to experience errors. Our plan is to quickly alert partners of any issues when we start running payroll.

DAS is also working diligently to provide additional reports and abilities for agency payroll offices to be able to audit and identify any issues to allow for them to be addressed prior to the March 31 payday.

As you know, the DAS Payroll and Time Tracking Project Team is now fully utilizing the Workday case management system. Now all employees and payroll partners can submit cases if there is an error. Please continue to create cases within Workday to help resolve issues that you need DAS' help with.

We will continue to update you about progress and outstanding issues. We are also committed to sharing timelines for when fixes will be implemented as soon as we are confident in those timelines.

Our top priority remains the same: making sure every employee is paid correctly, and on time. We believe that this more measured approach, alongside our team of IT specialists, will minimize negative impacts to both employees and help to stabilize the system so that the system works properly with fewer errors.

DAS will go over talking points for payroll and human resources partners tomorrow at the 2:30 p.m. Payroll Partner Standup meeting and they will be emailed out shortly after that meeting.
