AGA has announced a new audio conference, Moving Beyond the Numbers; Turning Performance Measures Into Dollars. Worth 2 CPE hours, the audio conference is scheduled for 2-3:50 pm EDT, June 22.

AGA Releases White Paper: CFO Act―20 Years Later
AGA sponsored a CFO Act Summit to hear thoughts and ideas on lessons learned and reforms/improvements related to the CFO Act 20 years after it became law. Participating in the March 17Summit were members of the joint CFOC/CIGIE working group that will report to Congress this summer on recommended changes to the CFO Act. The CFO Summit agenda was comprised of three panels focused on different topic areas related to implementation of the CFO Act. The central question raised to the group at the beginning of the Summit was: What, if any, statutory changes are needed to enhance the CFO Act and improve federal financial management? Register for AGA's First Graduate-Level Government Finance Case Challenge
The best graduate students in accounting, business, financial management or public administration are invited to compete in the first graduate-level Government Finance Case Challenge, sponsored by AGA. Student teams will collaboratively analyze and offer a written response to a case centered on the creation of a citizen-centric report for a U.S. city government. 
The registration deadline is April 29. The competition begins on May 2. All members of the three highest-scoring teams will receive a free registration to AGA's Professional Development Conference, set for July 10-13, in Atlanta. Learn more. 



May 4 Webinar Focuses on Yellow Book Changes 
The National Association of State Auditors, Comptrollers and Treasurers (NASACT), in conjunction with AGA and the Association of Local Government Auditors, has scheduled a webinar for 2-3:50 p.m. EDT May 4 titled, "2011 Government Auditing Standards: Changes You Need to Know." The Government Accountability Office (GAO) is currently revising Government Auditing Standards, the first major revision to the standards since 2007. Final release of the 2011 edition is expected in early summer. This webinar will highlight the key revisions from the 2007 Yellow Book and the changes and comments received on the 2010 exposure draft. Speaker is Marcia Buchanan, CGFM, CPA, assistant director, GAO's Financial Management and Assurance Team. Learn more and register.

The Budget Skirmish Ends, The War Begins
The end is in sight. Or is it? At the end of the day, Republican and Democratic leaders were able to get past their barbs and come up with a deal that could keep the federal government renewing passports, refunding taxes and paying the troops. Still, both Republicans and Democrats are girding for the next wars: the vote to raise the debt ceiling that'll come this spring and could lead to the first federal default in American history if the tea party prevents it from being raised. Within moments of President Obama hailing the deal that was struck, the Senate Minority Leader, Mitch McConnell, R-KY, said he hoped that the debt limit vote would be an occasion for more spending cuts. And then there is next year's budget where the House Republicans are already pushing the plan developed by Rep. Paul Ryan, R-WI, who would cut some $6 trillion from the federal government over the next decade and voucherize Medicare. What's past really is prologue. ―Matthew Cooper, National Journal. Read more.
Analysis: Obama and Boehner Relationship Brightens With Deal
The spending cut pact that stopped a government shutdown may not make Barack Obama and John Boehner friends, but their relationship improved in ways that could help them mold compromises in battles to come. The president and the speaker of the House of Representatives have never had a close bond―and supporters from their respective parties probably prefer it that way. Despite their differences, however, both men showed a common desire to avoid having the government close down, and their ability to forge a deal may bode well for future agreements on the 2012 budget, the debt ceiling and deficit. ―Jeff Mason, Reuters. State and Local News
On Average, Governors' Salaries Show Decline in Pay
Just like American workers, whose pay has slipped in recent years, the average salary of U.S. governors also has begun to slide. According to the Council of State Governments' most recent compensation survey, the average governor's salary was $130,595 in 2010 ― down 4 percent from the year before. Much of that decline is attributable to California, which reduced its governor's salary from $212,179 in 2009 to $173,987 in 2010. Pay for top state executives in California is set by the Citizens Compensation Commission. According to Chairman Chuck Murray, the state's ongoing budget problems forced the commission to reduce salaries across the board substantially. He expects another reduction of perhaps 10 percent or more this year. "We're broke," Murray says. "It's no more difficult than that." ―David Combs, Stateilne.org. Read more. 
Oil Price Brings Alaska $3.4 Billion Surplus
Alaska is rolling in money from the high oil prices, with the revenue department on Wednesday projecting a state surplus of $3.4 billion. The news comes as the Legislature prepares to decide how much it wants to spend on construction and maintenance projects in the coming year. Lawmakers had already planned a big budget, but this could inspire even more projects. Legislators also are talking about putting more than $1 billion into savings in the coming year. The question will be how they divide the new projected $3.4 billion surplus between spending and savings. Other states are reeling from the recession and cutting programs. But Alaska, which gets almost 90 percent of its state general fund revenue from oil, is raking in the cash from the same high oil prices that hurt consumers at the gasoline pump. ―Sean Cockerham, Anchorage Daily News. Enron Ex-Chief Skilling Loses Appeal Bid to Overturn Convictions
Jeffrey Skilling, the imprisoned former Enron Corp. chief executive officer, lost a challenge to his convictions contending that prosecutors relied on a legal theory invalidated by the U.S. Supreme Court. The U.S. Appeals Court in New Orleans yesterday affirmed all of Skilling's convictions. The three-judge panel said the trial judge made a harmless error in allowing the jury to convict Skilling for conspiracy on a so-called honest-services fraud theory as well as on a securities-fraud theory. "Based on our own thorough examination of the considerable record in this case, we find that the jury was presented with overwhelming evidence that Skilling conspired to commit securities fraud, and thus we conclude beyond a reasonable doubt that the verdict would have been the same absent the alternative-theory error," the appellate panel said. ―Bloomberg.
