We have an opportunity to ship much-needed English language books to China in a special arrangement coordinated by the Oregon State Library and the Oregon Library Association?s International Relations Round Table. It is extremely difficult for Chinese libraries to purchase English language books. Without an import license, they cannot buy books directly from overseas sources; they cannot freely convert Chinese Yuan to foreign currency to pay foreign vendors; and the value of Chinese Yuan is many times less than U.S. dollars. Academic libraries in China would like to fill gaps in their collections with American publications, but many titles are out-of-print. Public libraries would like to support English-language learning in children and young adults, yet cannot buy the desired books from overseas. With help from you and the Books-For-China Fund in New York, we can have a positive impact on the situation with very little expense to Oregon libraries. Our goal is to fill a shipping container with good condition, quality books in the areas of science and technology, humanities and social sciences (titles older than 5 years in these areas are still okay), and books for children and young adults. Public libraries are encouraged to send fiction materials as well as nonfiction that is not outdated even though it is not considered to be "academic" level material. Books may be gathered from sources other than libraries (personal collections, book sale donations, etc.). Multiple copies are fine, but please do not use this project for advocacy of any particular agenda (political, religious, etc.). Please also understand that Chinese libraries are much more conservative in the materials they collect so we ask that you not donate books that include sexually graphic text or images. Also, please do not send outdated software manuals or materials of an ephemeral nature. The books will be shipped later this year, and distributed to academic and public libraries throughout Fujian. The Oregon State Library (OSL) is the Books-for-China collection site. If your library has access to a van or truck, please transport your books to OSL yourself if possible. You may deliver books to OSL Monday through Friday between 8 a.m. and 5 p.m. (Please call ahead if you are delivering a large shipment.) Please limit boxes to 1 cubic foot (such as a 19x15x6 standard Baker & Taylor box) and 35 pounds if shipping via the courier. Please help us reach our goal of sending 1,000 boxes. If every small library in the state sent 4 boxes, every medium-sized library 6 boxes, and large libraries 15 boxes, we would fill the container! A report on this appeared in the February 15th edition of Library Journal. You can read about the LJ Index on the LJ website: http://www.libraryjournal.com/article/CA6634713.html Attached is a spreadsheet that summarizes the LJ Index results for most Oregon public libraries extracted from the data tables on the website. The assessment was based on four output measures: circulation, visits, program attendance, and Internet use. The data comes from the statistics that we collected for your library for FY 2006 and reported to the National Center for Education Statistics. If you did not collect and report all four of the measures, your library was not included in the LJ assessment. The LJ Index awarded five stars, four stars and three stars. No other Oregon library earned a star rating. The attached spreadsheet includes averages for the five star libraries, so most of you can see how your library compares. I hope this information is useful and that some of you might be inspired to attempt to receive a star rating from Library Journal in the future. Our contract with EBSCO for our general periodicals database expires at the end of August 2009 so over the past year the Statewide Database Licensing Advisory Committee (SDLAC) has been working with State Library staff and the state procurement office to develop an RFP for a general periodicals database. The RFP was released on February 5th and the proposals are due March 5th. After the procurement office determines which vendors meet the mandatory requirements of the RFP, the SDLAC will score the desirable features using each of the proposed databases and a cadre of external reviewers will also test the proposed databases and provide feedback to SDLAC. Then SDLAC will meet in April to review the scoring and external evaluations and make a recommendation to the LSTA Advisory Council at their May 15th meeting. The LSTA Advisory Council will make a recommendation to the OSL Board. The OSL Board meets on June 19th so we won't have an official word until then. We anticipate following a later timeline for statewide database license application and billing which would send applications and cost tables out after the June 19th OSL Board meeting, asking libraries to have the applications back by the end of July, and invoicing libraries in early August with a deadline for payment of September 15, 2009. The new contract with the selected vendor would begin on September 1, 2009. I also want you to know that at their meeting on February 20th, the State Library Board unanimously adopted a revision to the Oregon Administrative Rules that will allow the Board, in the future, to collect funds from larger public and academic libraries to partially support the L-net e-reference service. In adopting the rule the Board decided to delay implementing it until the 2010-11 fiscal year so libraries will not be billed for L-net in the invoices they receive in August 2009.
