I understand there will be a meeting on July 12th that will determine what happens next. There is hope for a November election that might reopen the library next year. Stay tuned. In the meantime I wanted to share the attached clipping from the Hood River News -- an opinion piece by Kathy Watson of Hood River. She provides a strong argument for why library service must continue to be free. I know all of you, from time to time, run into the suggestion that libraries begin charging for basic services. I am in communication with retired library director June Knudson about this. I am pleased to pass on the news I received from June that the Commissioners of Hood River County voted last night to place another special library district measure on the November ballot. They have not yet determined the permanent tax rate that they plan to ask for. That will be determined in the next month or so. It's likely to be less than the 70 cents per $1,000 that was turned down by the majority of voters in May. Let me know if you have questions about this. In accordance with ORS 357.520, the State Library is once again requesting your help with reporting library statistics for the 2009-10 fiscal year. Oregon law requires that every public library report annually to the State Library. The Statistical Report is due October 1, 2010. We will be using Bibliostat Collect again for the Oregon Public Library Statistical Report. You may have gotten a mailing already from the State Library. Note that the URL for Bibliostat changed last year, and is http://collect.btol.com/. I did not change library user names or passwords from last year, as I thought you all would appreciate the convenience. If you do want to change your password, contact me. The Frequently Asked Questions site, and more are available through the "Reporting Public Library Statistics" page via: http://oregon.gov/OSL/LD/statsmain.shtml. I'll be adding some of your questions from last time to the FAQ over the next week. There are a couple of low-key new items. Downloadable audio and video items now have their own questions. Arising from Hurricane Katrina, a new set of questions asks weeks open per year at the branch and HQ level. Many of the new items are being collected at the branch level - number of weeks open, number of hours open per year, and internet connection information. The major thrust for this comes from state libraries and the Institute for Museum and Library Services. IMLS has been working with other federal agencies to map public libraries with other data sets, and reflect data for national policy debates such as a new broadband initiative. This report provides a landscape of censorship activity in Oregon, and is submitted to ALA's Office of Intellectual Freedom to be included in their report on censorship activity in the United States. The Annual Report is also used by librarians, professors, and teachers to help them develop activities for Banned Books Week. The Annual Report is based on challenge reports OIFC receives from all types of Oregon libraries (school, academic, and public). All libraries are encouraged to report challenges to materials on a voluntary basis. OIFC does not publish names of people, organizations, libraries, schools, colleges/universities, or towns identified in challenge reports. Please submit all challenge reports by July 26, 2010. If so, I'm interested in whether you do so by contract (compensation?), intergovernmental agreement, etc. Please send a copy, if available. I ask because we're revising our service contract with the Powder River Correctional Facility. Up until July 1, PRCF was able to reciprocate our bookmobile library service with labor from its work crews. State budget cuts to the Dept of Corrections, however, have suspended those work crews so we need to revise our agreement. I'm wondering whether to provide a bid for library services based on the property value or non-resident card fee per inmate. Your ideas welcome.
