As I communicated to you on that day, the Governor has ordered another round of across the board cuts to address the latest $577.5 million revenue shortfall. Our share of that is $102,204. The staff will be recommending to the Board that we plan to cut another $20,800 from the Talking Book and Braille Services budget. These savings will come from reduced postage, printing, travel, and equipment, as well as additional personal services savings that we have identified. We will recommend that the remaining $81,404 reduction come from the Ready to Read grants for FY2011. This would bring the total amount of the grants we make this December down to $529,972, a 26% reduction to the total grants made for FY2010 last December. Small libraries would still receive a $1,000 minimum grant, as required by state law, but most larger libraries would see a 29% reduction in their grant (up from -17% in the first round of reductions). The grants would be equivalent to 67 cents per child per year, down from 94 cents last year. Attached is a spreadsheet with two tabs showing the staff proposal for Read to Read grants. The first tab shows the comparison to last years grant to your library. If you have comments about this that you would like to make to the State Library Board when they meet next Monday, I would be happy to receive them and make sure they go to the Board prior to the meeting. It gives libraries more flexibility to plan an attempt to create a library district. I know this applies to special library districts, but it is not clear to me whether it applies to the formation of county library service districts. I believe that Ballot Measure 56, November 2008, actually made the change in being able to have money measures on all November and May ballots without requiring the double majority: Measure 56 Amends Constitution: Provides That May and November Property Tax Elections are Decided by Majority of Voters Voting. I believe that it was after the 2009 regular Legislative Session an attorney (I don't remember where from) found this section of the law that actually made it so that it was not possible to impose tax measures such as those forming a district (and I believe this is any type of district) that passed in May of that year until the following fiscal year because the boundary change could not go into affect for something like 90 days, which would occur after the July 1 following the May election. This law really had been around for years but it had not been the practice wait an entire year before imposing the tax. The Special Districts Association of Oregon (SDAO) was on top of this bill right from the first so I knew about it from attending SDAO Legislative Committee meetings. This was basically a legislative fix that everyone thought would pass without any problem and it did. So now we are legally able to do what had been done throughout the state anyway for many years. The first electronic list has been created as an announcement tool for the State Library to provide you with official information. That list PL-Directors does not allow responses to either the State Library or to the list itself. Public library directors cannot post a message to that list. State Library staff subscribe public library directors to that list so that we can be sure that all public library directors are receiving important messages from the State Library. We appreciate being updated about changes in library directors in public libraries so we can keep the list up to date. Ignition Grant funds may not be used for: ?evaluation of an existing program or service, ?projects that are only for planning or research (as distinguished from experimentation), ?projects that are limited to existing and traditional approaches to exhibitions, performances, or other types of public programs, ?projects that involve mainly digitization, unless the applicant is proposing an innovative method for digitization, ?activities that will produce only incremental improvements in operational or business processes, ?support of conferences or professional meetings, or ?acquisition of equipment in excess of 50 percent of the total funds requested from IMLS. Because innovations can emerge in a variety of settings, the Sparks! Ignition Grants initiative is structured to encourage participation by museums and libraries of all types and sizes. The reductions will go into effect on October 1st. The mailing you should have received by now about your Ready to Read grant reflects this second reduction that the Board had to make to the program. Unfortunately, there is still some possibility that another reduction might need to be made. There will be another state revenue forecast on November 19th. I can't predict what it will be, or how the Governor and the Legislature will react to it. But I wanted you to be aware that until the grants are mailed in December, as required by Oregon Administrative Rules, there is still the potential for further reductions. As was true of the first two reductions, another reduction would have to be approved by the State Library Board. I will continue to keep you informed about this.
