Fall Training Reports
ODE will be sending out fall training reports and activity vehicle rosters after Thanksgiving.  Any classroom training report, or request to change forms submitted by November 24 will be included on the report. Administrative Rules Open for Public Comment
The Minimum Standards for Oregon School Buses (OAR 581-053-0240) has proposed revisions for the following:

*         Allows Mobile Data Terminals (MDTs) on the bus for purposes of routing, time keeping, student tracking, etc., requires MDT to be locked out from interaction when the vehicle is not secure or when red bus safety lights are activated.

*         Allows a forward facing camera, not a stop arm camera.  Forward facing cameras look out the front of the bus to observe traffic as the bus travels.

*         Allows a 360-degree camera system to allow the driver to look around the bus.  Activated when the bus is secure or the vehicle is in reverse.

*         "
The Retrofit Standards for Oregon School Buses (OAR 581-053-0250) has proposed revisions for the following:

*         Removes the prohibition against a diesel emission retrofit after January 1, 2017.  SB 1008 now allows retrofits until 2025.

*         Requires a seat belt cutter on all buses, even if there are no passenger restraints.

Approved Transportation Costs for Payments from the State School Fund (OAR 581-023-0040) has proposed revisions for the following:

*         Expands use of the "marginal cost calculation" so that it may be used for all ineligible riders, not just those who are too close to their school.

*         Allows districts to include grants from the Environmental Mitigation Trust Agreement (VW Settlement) as part of their cost to retrofit, repower or replace a school bus that does not meet 2007 emission standards.  This results in the State School Fund and the Environmental Mitigation Trust Agreement combining to pay for 100% of the cost.
