It was obviously set up for programs that have registered participants (slots, etc.). Much of our library use is not dependent on possession of a library card (programs, for instance). I did not want to limit our numbers to only registered users... so I included the entire service population (which is pretty big and misleading). I noted in the comments section that it is very unclear about where and how public libraries fit into the early learning council plans and the architecture of the form proves this point. :( That's just my two cents.
