We will do that before a subcommittee of the Joint Ways and Means Committee during the regular Legislative session coming up in 2015. This is a great improvement over the Governor's Recommended Budget for the State Library in 2013-2015. I appreciate all the support the State Library has received from the library community. Attached are some grant management tips and a sample press release you may edit. You can learn what early literacy and summer reading activities other libraries are doing by reading the project descriptions online--I've changed this document so now it describes what libraries are doing instead of listing the items they're paying for with Ready to Read funds. Important dates to mark on your calendar: * December 31, 2014: You should receive your 2015 grant funds no later than this date. * July 1-10, 2015: You will receive your 2016 grant application early in July. * August 31, 2015: Your 2016 grant application must be postmarked by this date or it will be denied. This date is in the Oregon Revised Statutes so no exceptions can be made. * October 1-9, 2015: You will receive the form to report on your 2015 grant activities and will be informed that your 2016 grant application is accepted or denied in early October. * December 1, 2015: Your report on your library's 2015 grant is due at the State Library. * December 31, 2015: You must have spent all of your 2015 grant funds by this date. You may not carry grant funds over into the next grant cycle. Requesting changes to your grant: * If you shift funding among activities/budget items included in your grant application, then you do not need to get approval from the State Library nor describe it as a change to your grant activities in your report at the end of the year. Applications are based on estimates, actual expenditures will likely change during implementation. * If you want to change the activities described in your application and add or remove budget items in your application, then you must email Katie.Anderson at state.or.us to request approval of the change prior to implementing it. Katie will send an email approving the changes to your grant for you to print and file with your other grant materials. Having an email trail documenting your request to change grant activities and approval of those changes from the State Library is good protection when your library and the State Library get audited. Many of you are starting to work on your library budget for the 2015-2016 fiscal year and need to estimate how much 2016 Ready to Read Grant money you'll receive. Typically the State Library recommends you use the amount of your current Ready to Read Grant as your budget estimate, but if the proposed changes to the Ready to Read Grant pass that may not be the best estimate to use for your library budget. If it's easier for your library to work with receiving less money than you actually budgeted for, then estimate that next year you will receive 9.888% more Ready to Read Grant money than you just received for your 2014-2015 Ready to Read Grant. The amount of money you just received is listed here. If you are a minimum grant library, estimate that you will receive $1200. If it's easier for your library to work with receiving more money than you actually budgeted for, then estimate that you will receive the same amount of money next year as you just received for your 2014-2015 Ready to Read Grant. The amount of money you just received is listed here. If you are a minimum grant library, estimate that you will receive $1000. The grant cycle will not change which means you will receive your 2016 grant funds at the end of December 2015, and may spend them January 1, 2016 - December 31, 2016.
