The 2016 grant applications are not available yet because the State Library still doesn't know if the proposed changes to the Ready to Read grant (HB 2479) will be approved by the Legislature. Therefore, we don't know if you will receive a Ready to Read or a Reading for Success grant application. As the grant administrator, I am prepared for both scenarios. We don't know when the Legislature will make a decision about HB 2479 which means we don't know when the 2016 grant applications will be available, but MaryKay and I will email you when we learn anything that may impact the grant one way or the other. I will inform you via this email discussion list as soon as 2016 grant applications are available online and in the mail. You can also keep up-to-date on HB 2479 via the Legislature's website. There were several pieces of legislation that affected the Oregon State Library and I wanted to update you on the final outcome of the Session for the State Library and libraries in Oregon. I am very pleased to announce that we are fully funded for the 2015-2017 biennium. As some of you may remember, we were only given one year of funding by the 2013 Legislature and given our second year in July of 2014. While we have a mostly flat budget we are very pleased that beginning in July of 2016 a position in Talking Book and Braille Library that has been funding on donation funds for a number of years will be shifted to general fund. We also received approval to add a librarian position, using federal LSTA funds, for the Answerland move to the State Library. HB 2479 which made changes to the Ready to Read Grant program and provided an increase in funding to accommodate the additional 15-17 years olds did not make it past the Committee phase and so will not be implemented. The Task Force that Katie Anderson convened last year did a great job of aligning the program with current education initiatives and I believe that the changes proposed were good ones. I will be working with the State Library Board and the public library community to determine our next steps. The one change that was not contingent upon passage of the bill was the move to outcome based evaluation and we will be moving forward with that requirement for Ready to Read grant reporting. The grant applications will go out early next week. Thank you for your patience while we waited for final word. HB 3523, which was introduced in April by the Joint Committee on Ways and Means and which outlines changes in State Library organization as well as approaches for reducing duplication, was passed and signed by the Governor. The bill makes changes to the make-up of the State Library Board, makes the State Librarian a gubernatorial appointment, and directs the State Library to review and approve state agency electronic and print subscriptions as well as certifying other state agency libraries. This bill becomes effective on January 1, 2016 which provides us with some time to propose administrative rules to the State Library Board in December. We will be working with other state agency staff to draft the rules and there will be public hearings and opportunities for public comment on the rules before adoption by January 1, 2016. The 2013-2015 biennium was very interesting for the State Library and I believe that 2015-2017 will also be interesting, just in a different way. Thanks to all of you for your support as well as your suggestions and ideas. It is a pleasure to have such a strong relationship between the State Library and the Oregon library community. Thanks also to the staff of the State Library who have worked through very uncertain and difficult times and are stronger than ever. The State Library Board, under the leadership of Aletha Bonebrake, has created an excellent strategic plan that will help us continue to improve and build over the next two years. Q: I'm looking at this question on the 2016 grant application, "How many people do you estimate will participate in your grant-funded early literacy project activities?" My question is, are we talking about a cumulative number with all program participation added together or are you asking for individuals, who may show up regularly but are only counted once? A: A cumulative number with all program participation added together. As you implement your grant-funded project next year, you will do a head-count for each activity and then add them up at the end of the year to calculate your total participation. Does that count as outreach in this definition? A: Yes, school visits to promote summer reading that include a storytime or another activity that engages kids is outreach. This is outreach and promotion. Other outreach activities commonly done with students at school to promote summer reading include, but are not limited to booktalks, skits, and trivia games. If you visit schools and only distribute students information about summer reading, then this is promotion-not outreach. Background info if you're interested: Both promotion and outreach are good summer reading activities. The Ready to Read grant is the only state funding public libraries receive. Therefore, the state Legislature wants to know if your state-funded project includes outreach because outreach is one of the three library youth services best practices. Message-ID: <640435851FD7CB4AB3C4BE0D1963BA245C42EA13@OSLEXCHANGE.osl.state.or.us.local> A librarian who is filling out a Ready to Read application for the first time asked a question I think many of you may have because so many of you are also new to Ready to Read this year-welcome:) Q: Do you have any overall advice or particular information you are looking for? A: * Read and follow the directions, but don't over think what you write because if I find a problem or don't understand something in your application when I review it, I'll just call or email to get clarification. If you change your mind about how you want to use the funds you can call or email me at anytime to request a change to your grant-it is really easy and painless! * You don't need to include a lot of details because they'll probably change between now and when you implement your program anyway. Just provide enough information so that I have a general idea what you're planning and I can see how it should help you achieve the outcomes. E.g. We plan to create some early literacy kits with books, educational toys, and other developmentally appropriate content that parents and childcare providers can check-out to use with their children. Kits will include early literacy information and tips for caregivers. * Make sure the items listed in your budget reflect your activities and vice-versa, and don't forget to include staff time-a person's time is worth money even if they are volunteering! Look at the budget in the attached sample. A bad example: A library listed a projector in their budget and their application just said they were going to do storytimes. Why do they need a projector for storytime? That's not a typical item for storytime and it's expensive so maybe they're trying to sneak it in because they really need one for the library. I called and they explained they plan to project song/rhyme lyrics so parents can sing along during storytime, they what to encourage family engagement and participation-totally legit, but they should have described that in their application. * Think and write in terms of the children and families, not the library. Of course you want to increase program attendance, circulation, and the number of library cards for the library-that's a given. But what's in it for the children and families? Why are you doing these things for them? Why should the children and families participate in your grant-funded activities? How will they benefit? Please let me know if you have any more questions.
