These changes are to the website and the interactive voice response (IVR) system. The major changes include: * The Oregon.gov Internet templates have changed from a green background to a blue/gray/white background. * The application still captures the same data but in some cases newer technology is used. A good example is the way dates are captured. Rather than selecting the date using dropdown boxes for the month, day, and year, they are selected from a calendar that displays after clicking in the date field. * The voice on the IVR system has changed from a recorded voice to a computer generated voice. ADDITIONAL INFORMATION :WBF ASSESSMENT On Oct. 15, 2012, Oregon employers received notice that starting April 1, 2013, the Workers' Benefit Fund (WBF) assessment rate will increase to 3.3 cents per hour, while the 2.8 cents-per-hour rate continued to apply for first quarter 2013. To simplify reporting for domestic and agricultural employers that report the WBF assessment annually (rather than quarterly), the Department of Consumer and Business Services has determined that applying 3.2 cents per hour for the full 2013 calendar year is essentially the same (only fractionally lower) as 2.8 cents per hour for the first quarter and 3.3 cents per hour for the remainder of the year. If you report the WBF assessment annually (rather than quarterly), you can calculate the assessment by applying 3.2 cents per hour to all hours worked. The 3.2 cents per hour is the employer and worker portions combined. Employers pay at least half (1.6 cents per hour) of this assessment and deduct no more than half from workers' wages. The Form OA-Annual (for domestic employers) and Form OQ-Annual (for agricultural employers) that you receive at the end of calendar year 2013 will be pre-printed with the 3.2 cents-per-hour rate. Since Friday afternoon, Revenue has received 644 fax submissions to its Electronic Funds Transfer Unit (EFT) and Suspense Unit that were incomplete due to service problems. "Taxpayers sending the faxes would have every reason to think they had a successful transmission, but we received a distorted or partial image," Policy and Systems Manager Megan Denison said. Revenue is asking all taxpayers who recently used the affected lines to resend their faxed information as soon as possible. The agency can identify the senders of about a quarter of the failed faxes and will attempt to contact them, Denison said. The outage affecting Suspense is ongoing. Taxpayers who try to use the unit's fax numbers (503-945-8786 and 503-945-8009) will receive a recorded message that the line has been disconnected and is no longer in service. Revenue has set up an alternate fax number (503-945-8584) that should be used until further notice. Anyone who sent Suspense a fax between Friday afternoon and Tuesday morning needs to resend the fax to 503-945-8584 or mail their information to the address on their request letter. The Suspense fax outage mainly affects taxpayers who are attempting to provide additional documentation to Revenue regarding the processing of their tax returns. These taxpayers could experience a tax refund delay or a tax return adjustment if the agency does not receive this information. Because of this, Revenue will send a second request for information to any taxpayers who might have been affected by the outage. "We acknowledge this outage affects taxpayers who were doing their best to respond to our letters, and who through no fault of their own are being inconvenienced," Denison said. "That's why we are doing everything we can with the information we have to reach out to them." The problem affecting the EFT fax line has been resolved. Taxpayers who sent a fax to EFT using 503-947-2016 between Friday afternoon and Monday evening need to resend their fax using either that number or alternate number 503-345-2353. The EFT fax outage mainly affects businesses communicating with Revenue about payroll, withholding, or corporate tax issues. These businesses use electronic funds transfers to make payments to the agency. In general, these miscommunications only will cause a delay setting up or making changes to EFT accounts. Revenue is working with its vendor, Concord Technologies, to resolve the ongoing outage affecting the Suspense Unit fax line. Who can submit this information? Doesn't it have to be the employer/payer? No. a submitter can be your bookkeeper, CPA, a third party payroll/payer, controller, or anyone who is familiar with the W2/1099 information being submitted. Keep in mind that they are the "point of contact", they will receive the verification that the file was accepted, or need to resolve any issues or errors that occur. 3. When is my W2/1099 information due? Isn't it Feb. 28th? No, you're W2 and/or 1099 information is due by March 31st or the following business day. 4. I am an out of state employer with just a few Oregon employees. Do I still need to submit my information electronically using iWire? Yes, you would only submit the Oregon specific W2 and/or 1099 information. 5. I am a third party payroll service provider with multiple employers. Do I need to do a separate file for each or can I combine them into one file submission? Yes, you can do a multiple employers/payers in one file submission using the same formatting provided by the IRS/SSA publications. However, your file should not exceed 150MG. 6. Are household/agricultural employers also required to submit W2's/10199's electronically? Yes. 7. I assume that this process now eliminates the Form WR (Withholding Annual Reconciliation Report)? No, you are still required to submit the Form WR. The WR is also due March 31st 8. My software vendor allows me to print a W2 transcript/file (for Example, QuickBooks Excel Spreadsheet); can't I just use this to file my W2's electronically with DOR? No, this transcript/file will not work as it is not in the correct format. You should consider using the direct file option if you have fewer than 50 W2's. 9. Where do I go to get help?
