[RPS-Oregon] OR RPS 2010 rules - Meeting #3, Thu, Sep 9 - Stranded Generation (aka REC) Draft

NEW:
A number of stakeholders prepared draft rule language to address the issue of Qualifying Electricity which has not been converted to WREGIS-issued REC output (aka the 'Stranded REC' problem). Thanks for providing this as a more concrete starting place to move the discussion forward.

Two versions of the same basic document are attached. The Word version includes minor details that I've added. Those additions will be obvious. The PDF version is less likely to be corrupted should you wish to refer back to the clean draft at some point. ODOE has not modified the draft language.

For those who worked on this, please note that  I renamed both files.
