Beginning on or about February 16th, Rebecca will be the primary point of contact for all RPS issues. Rebecca can be reached at rebecca.sherman at odoe.state.or.us or 503.373.2120. Along with this exciting news, we also want to inform you that Michael Schopf has accepted a full time, permanent position with the Department of Business and Consumer Services. Michael will be working as a Policy Analyst in the Building Codes Division. Though he has already begun working at DCBS, Michael remains in close contact with ODOE and will be providing training and program support as we transition to Rebecca. We appreciate everyone?s input and commitment to working with us. The Department has filed permanent rules to recognize the Low Impact Hydropower Institute as the national entity to certify hydroelectric facilities as low-impact for purposes of the Oregon RPS. These rules had been temporary and were due to expire on February 26, 2011. By taking this action, the Department ensured that there is no gap for these facilities. The Department continues to consider the testimony submitted on the remainder of the proposed rule changes and intends to file additional rule amendments no later than next week. These amendments relate to stranded electricity, demonstrating that a REC is bundled and hydroelectric efficiency upgrades. Please note that despite this slight delay, the Department still needs you to report stranded electricity as soon as possible, as discussed in the rulemaking process, in order to meet timelines for updating WREGIS.
