The Department has been working with PGE and PacifiCorp to come to an agreement on how to calculate RPS-eligible power generation from efficiency upgrades made at their hydroelectric plants. This discussion is happening relatively quickly so that it can be a part of our "stranded generation" upload, to occur in June/July. The discussion will only address upgrades that are within the stated box of the rulemaking - runner, turbine, generator, and primary power equipment rewinds/replacements. We are also starting with a high analytical bar - hourly inputs with a known baseline - and seeing what number-crunching or processes can give us the same level of certainty. Once it became clear that some stakeholders would like to attend, the Department opened up the meeting to all stakeholders. Please note that this is not a Department-facilitated meeting. URL: From rebecca.sherman at odoe.state.or.us Wed May 18 16:51:01 2011 From: rebecca.sherman at odoe.state.or.us (Sherman, Rebecca) Date: Wed, 18 May 2011 23:51:01 +0000 Subject: [RPS-Oregon] RPS hydropower efficiency mtg: results Message-ID: RPS stakeholders: On May 11th, the Department met with PGE, PacifiCorp, BPA, EWEB, PNGC, Trout Unlimited, and OMEUA to discuss capturing efficiency upgrades at their hydroelectric facilities for the purposes of stranded generation and future apportionment. Both PGE and PacifiCorp reviewed hourly data at these facilities to estimate efficiency gains from generator, turbine, and runner upgrades that took place after January 1, 1995 at qualifying hydroelectric facilities (ORS 469A.020(3)). It was decided that for purposes of stranded generation upload, PGE and PacifiCorp would submit generation attributed to efficiency improvements from equipment replacements, using the following method: 1. Compare efficiency curves from the previous equipment and the new equipment. In most conditions, the new equipment's efficiency curve was tested, rather than manufacturer verified. Tested values must be submitted where available. Where no curve is tested or guaranteed by the manufacturer, the project owner must make a proposal. 2. Plot generation values on an hourly basis on these curves and take the difference between the two curves as the generation attributable to efficiency improvements, without double counting or accounting for generation that occurs beyond comparable hydraulic capacity. 3. Roll up these differences into a total generation value for each month. This is a very precise calculation of efficiency upgrades, and the Department has high confidence in the result. The utilities will be submitting complete data for stranded generation on May 25th. Meeting attendees also discussed how to calculate generation in the future. PGE and PacifiCorp both indicated their desire not to perform hourly calculations if reasonable certainty can be achieved from monthly or annual efficiency rates. These rates will be rooted in a comparison with hourly analysis. PGE and PacifiCorp would provide the data and a rate proposal with any application for WREGIS approval.
