[RPS-Oregon] Update on applications and stranded generation

Renewable Portfolio Standards stakeholders:

I have two announcements to share with you.

The first is that the Department has published a standard RPS application for all qualifying generators.  There are supplement applications for specific fuels, where eligibility determinations are more complicated.  We hope that these forms will make applications simpler and reduce processing time.  We also expect to make changes to the forms as we use them.  The most current versions will always be published online.

The second announcement is that the stranded electricity or stranded generation process, a central matter in the recent rulemaking, is materially complete.  Thanks to all of the generators and utilities who worked closely with us to upload stranded generation into WREGIS, which published associated RECs in August 2011.  The Department, WREGIS, and the state of California audited submitted stranded generation prior to upload.  The Center for Resource Solutions is currently auditing the upload to ensure that the voluntary and compliance REC markets are reconciled as well.  Barring any unresolvable conflict in the CRS review, the Department considers its obligation under rule 330-160-0015 to be complete.

Our program's next steps are to resolve hydroelectric efficiency attribution in WREGIS and publish standard operating procedures later this fall.
