First, at the request of stakeholders, we have published draft hydropower efficiency protocol guidance for stakeholder feedback. It is available online at www.oregon-rps.org under "Draft Hydropower Efficiency Protocol Guidance." Please note that we plan to host a program meeting to discuss this guidance on either March 28 or March 29, depending on stakeholder availability. If you are interested in this meeting, please fill out your schedule here by no later than 3pm, March 21st: http://www.doodle.com/457f4r2643yfc6e4. I will notify the entire listserve of the meeting date and time. Public comments on the guidance will be accepted through April 16. If this timeline is too accelerated, please let me know. Second, the Department will be officially repealing defunct RPS rules (OAR 330-150). We did not complete the initial rulemaking process, causing the 330-150 rules to be ineffective. Rules language was then correctly filed under OAR 330-160, which provides current rules for the Renewable Portfolio Standard. This repeal has no impact on the operation of the program or the current rules under OAR 330-160. A hearing is scheduled for April 26th, and notice will be published in the Secretary of State's April Bulletin under rulemaking notices. Last, in the event that some of you are not aware - at the end of December 2011, PGE and PacifiCorp filed 2013-2017 implementation plans with the Oregon Public Utilities Commission under dockets UM 1568 and UM 1570. Please go to the eDockets feature on the PUC website for the latest developments. We have also posted copies of implementation plans under "RPS Compliance" at www.oregon-rps.org.
