RE: Revised July 2005 Notice of Procedural Safeguards

The Office of Student Learning & Partnerships is pleased to announce
that English procedural safeguards booklets will begin arriving in your
districts by August 5, 2005. These booklets describe the rights and
procedural safeguards for parents, for children ages birth to five, for
students from K-18 and for students ages 18-21. In general, these
rights and procedural safeguards are to be given to parents and students
pursuant to Oregon law and rules and the federal Individuals with
Disabilities Education Act as amended in 2004 (IDEA 2004, PL 108-446)
and its regulations.
The number of booklets shipped is based on the December 2004 Child
Count. Agencies can request additional booklets by using the order form
located on the website at:
http://www.ode.state.or.us/pubs/proceduralsafeguards/orderform.pdf.
Each of the procedural safeguard booklets are also available on the ODE
website at: http://www.ode.state.or.us/pubs/proceduralsafeguards/.
Translations of the booklets will be posted on the website at:
http://www.ode.state.or.us/pubs/proceduralsafeguards/. Districts will
receive 1 copy of a translated booklet when they become available.
School districts and EI/ECSE programs may use the order form posted on
the linked website to order copies of translated booklets. Translations
will be available in the following languages: Spanish, Russian,
Chinese, and Vietnamese. Copies will continue to be available in large
print and Braille upon request.
