RE: Technical Assistance for the Use of Physical Restraint and
Seclusion
NEW PROVISIONS ON THE USE OF PHYSICAL RESTRAINT AND SECLUSION
The State Board of Education has adopted Oregon Administrative Rules
(OARs) on the definition of corporal punishment and the use of physical
restraint and seclusion.
To assist districts in the implementation of these revised OARs, the
Oregon Department of Education (ODE) has developed a technical
assistance document, now posted on the ODE website at
www.ode.state.or.us/search/results/?id=49 . It includes a copy of OAR
581-021-0061 (Corporal Punishment Defined) and OAR 581-021-0062 (Use of
Physical Restraint and Seclusion). Also included are sample policy
statements, sample district procedures, and sample forms. All sample
policies, procedures and forms may be modified by the districts. ODE
staff will be presenting a session on this topic at the upcoming annual
COSA pre conference at Seaside on June 20th.
A Question and Answer section is provided in the technical assistance
document. If you have further questions that have not been addressed in
this document, please contact Scott Hall, ODE, at 503-947-5628 or email
scott.hall at state.or.us .
Messages to and from this e-mail address may be made available to the
public under Oregon law.
