Community Programs Lead, Health Promotion and Chronic Disease (PA3)

This is a full-time, permanent classified position and is represented by a union.

The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention (HPCDP) section<https://www.oregon.gov/oha/PH/DiseasesConditions/ChronicDisease/Pages/Program-Information.aspx> in Portland, OR is recruiting for a Community Programs Lead to develop and implement policies, procedures and program priorities and provide strategic leadership, direction and management for the statewide community programs initiatives in HPCDP consistent with the mission and policies of OHA and guidance from the Centers for Disease Control and Prevention and other funding agencies.

What will you do?
As the Community Programs Lead, you will implement policy changes and programmatic activities at the state and local levels and through efforts of statewide and local coalitions and partnerships. Through strategic policy and programmatic leadership and direction, you will influence a complex array of partners and policy makers to reduce health disparities and improve the lives of Oregonians by preventing and managing chronic diseases through collaborations between local public health, Tribes, community-based organizations, and a transformed, efficient and effective health care delivery system.

In this position, you will assign and monitor work of program personnel directly and through teams to meet program goals and objectives; recommend revisions to agency policy and procedures to increase program effectiveness based on evaluation of impact and reach of programs on target populations; develop and monitor program budgets by projecting resource needs for the programs; evaluate quality and effectiveness of programs by reviewing reports, data; confer with staff and partners; assuring appropriate training and development; collaborate and coordinate complex and large scale program activities with all levels of agency staff, individuals, groups and organizations affected by the programs; and interact with policy makers, other states, and other state, federal, and municipal agencies.

What are we looking for?
Requested Skills

  *   A bachelor's degree in public health or a degree in a related field and four years of experience coordinating or administering a program in public health, community health, or in a clinical setting OR any combination of experience or education equivalent to seven years of experience coordinating or administering a program in public health, community health, or in a clinical setting.
  *   Master's degree in public health or a closely related field preferred.
  *   Experience with community-based approaches grounded in science and data to address the prevention of substance use disorder, chronic diseases and associated risk factors including tobacco use, excessive alcohol use, obesity, poor nutrition and lack of physical activity.
  *   Knowledge of the principles and practices of policy and systems change.
  *   Experience utilzing methods and techniques to engage and lead team members with varied skill sets and foster shared knowledge.
  *   Experience facilitating and negotiating complex and large-scale collaborative relationships with and among state agencies; sovereign tribal nations, state public health and health systems; national agencies; community organizations; employers and various OHA-PHD stakeholders.
  *   Experience monitoring grants and contracts, delivering coaching, and planning and implementing technical assistance and training designed to strengthen community capacity to influence social norms and facilitate collaboration among programs in local governments, Tribes, community-based organizations and civic organizations.
  *   Demonstrated professionalism, confidence and poise in written communications and public speaking.
  *   Experience leading community programs teams through coaching, delegation and mentoring to achieve policy and program goals.
  *   Experience promoting a culturally competent and diverse work environment.
