SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

1.  DISCUSSION AND FORECAST FOR NORTHEAST FORECAST AREA ZONES 630-638

The upper ridge that has brought pleasant fall weather to the region the past few days will be shifting eastward Wednesday.  By late afternoon the ridge axis will be on a line from Salt Lake City to eastern British Columbia.  This is a slightly faster eastward movement than was previously thought.  Mixing heights will still be quite low, however.  Upper level winds will be southwesterly over northeast Oregon while surface winds will be generally southeasterly.

    OUTLOOK (THURSDAY-SATURDAY)

On Thursday a major upper low will set up shop in the northern Gulf of Alaska.  This will continue the southwesterly flow aloft over the region.  Mixing heights will remain quite low on Wednesday but then dramatically improve for Thursday and Friday with cooler air aloft.  Weather remains dry through Thursday, but some light rain will reach the area by Friday morning with showers continuing Saturday.  By Saturday the snow level will have lowered to around 4000 feet.

2.  DISPERSION

WEDNESDAY

Zone 630 and 632:

Transport wind SSE to SSW at 16 - 30 mph during the morning and afternoon.  Transport wind increases to S to SSW at 22 - 38 mph during the evening.

Surface wind SSE to SSW at 9 - 15 mph throughout the day.


Zone 633 - 638:

Transport wind SE to S at 12 - 22 mph throughout the day.

Surface wind SE to S at 10 - 16 mph.


OUTLOOK:

THURSDAY
Mixing height 4000 to 5000 ft during the morning rising above 5000 ft during the afternoon.  In the west transport wind SSW to SW at 28 - 48 mph during the morning becoming SSW to SW at 22 - 40 mph during the afternoon.  In the east transport wind SSW to SW at 21 - 37 mph during the morning becoming SW to WSW at 16 - 30 mph during the afternoon.  Surface wind SSW to SW at 16 - 26 mph.

FRIDAY
Mixing height 3400 to 4400 ft during the morning rising above 5000 ft during the afternoon.  Transport wind SW to W at 5 - 9 mph.  Surface wind SW to W at 4 - 8 mph during the morning becoming light and variable during the afternoon.

SATURDAY
Mixing height below 1000 ft early rising to 3000 to 4000 ft by late morning rising above 5000 ft during the afternoon.  Transport wind light and variable.  Surface wind light and variable.

3.  BURNING INSTRUCTIONS FOR NORTHEAST OREGON ZONES 630-638
    The following considerations should be adhered to in addition to
    the requirements of the Oregon Smoke Management Plan. These
    Instructions are valid for burning conducted on Wednesday, November 4, 2009.

Zone 630 and 632:
Delay ignitions until 10:00am.  Avoid ignitions within 15 miles to the SSE through SSW of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 15 miles to the SSE through SW in or near drainages leading to SSRAs.

Zone 633 - 638:
Delay ignitions until 10:00am.  Avoid ignitions within 15 miles to the SE through SSW of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 15 miles to the SE through SW in or near drainages leading to SSRAs.

    The smoke management forecaster is available at (503)-
    945-7401. Please call this number and not individual's
    numbers to discuss daily burning.  For large burns (over
    2000 tons) or burns extending over a considerable period,
    please request a special forecast.  Avoid calling before
    8 a.m. and between 2 to 3 p.m.
