SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

1.  DISCUSSION AND FORECAST FOR NORTHEAST FORECAST AREA ZONES 630-638

** Unfavorable burning situation due to very poor smoke dispersion **

After a wet and stormy period the Pacific Northwest will finally settle down and dry out for a few days as high pressure aloft shunts any storms to the north of Oregon.  Subsiding air aloft will stabilize the atmosphere and lead to deteriorating smoke dispersal conditions through mid week.  Transport winds will be generally southerly with marginal smoke dispersal conditions.

    OUTLOOK (MONDAY-THURSDAY)

The upper ridge over the area strengthens Tuesday.  Overnight surface inversions will break for only poor smoke dispersal conditions during the afternoon.  On Wednesday the ridge axis moves east and upper flow shifts southwesterly.  However the ridge still dominates and burning conditions will be poor at best.  Recommend against any planned burning for Wednesday.  The ridge axis finally moves east and an upper trough approaches Thanksgiving day.  A Pacific Cold front moves into western Oregon in the afternoon for and spreads some precipitation east of the Cascades late in the day.  Likely, however, it will be Friday before any significant improvement in smoke dispersal conditions.

2.  DISPERSION

MONDAY

Zone 630 and 632:
Mixing height 1000 - 1900 ft during the morning.  Afternoon mixing height rises to 2500 - 3500 ft then lowers to 1000 - 1800 ft during the evening.

Transport wind SSW to SW at 10 - 18 mph.

Surface wind S to SW at 6 - 12 mph throughout the day.

Zone 633 - 638:
Mixing height below 1000 ft during the morning.  Afternoon mixing height rising to 2500 - 3500 ft then lowering to 1300 - 2300 ft during the evening.

Transport wind SSE to SW at 6 - 10 mph throughout the day.

Surface wind SSE to SSW at 5 - 9 mph.

OUTLOOK:

TUESDAY
Mixing height 1000 to 1600 ft throughout the day.  Transport wind SSW to SW at 9 - 15 mph during the morning becoming S to SW at 5 - 9 mph during the afternoon.  Surface wind SSE to SSW at 5 - 9 mph during the morning becoming light and variable during the afternoon.

WEDNESDAY
Mixing height below 1000 ft during the morning rising to 1000 to 2000 ft during the afternoon.  Transport wind light and variable.  Surface wind light and variable.

THURSDAY
Mixing height below 1000 ft during the morning rising to 2000 to 3000 ft during the afternoon.  Transport wind light and variable.  Surface wind light and variable.

3.  BURNING INSTRUCTIONS FOR NORTHEAST OREGON ZONES 630-638
    The following considerations should be adhered to in addition to
    the requirements of the Oregon Smoke Management Plan. These
    Instructions are valid for burning conducted on Monday, November 23, 2009.

Zone 630 and 632:
Unfavorable burning situation due to very poor smoke dispersion.  Delay ignitions until 10:00am.  Avoid ignitions within 20 miles to the S through SW of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 35 miles to the S through SW in or near drainages leading to SSRAs.  Recommend against burning units that will smolder significantly overnight.  Complete ignitions by 3:00pm.

Zone 633 - 638:
Unfavorable burning situation due to very poor smoke dispersion.  Delay ignitions until 10:00am.  Avoid ignitions within 20 miles to the SSE through SW of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 35 miles to the SSE through WSW in or near drainages leading to SSRAs.  Recommend against burning units that will smolder significantly overnight.  Complete ignitions by 3:00pm.

4.  SPECIAL NOTE:

    The smoke management forecaster is available at (503)-
    945-7401. Please call this number and not individual's
    numbers to discuss daily burning.  For large burns (over
    2000 tons) or burns extending over a considerable period,
    please request a special forecast.  Avoid calling before
    8 a.m. and between 2 to 3 p.m.
