SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

1. DISCUSSION AND FORECAST FOR THE WESTERN OREGON AREA FORECAST ZONES 601-623
Warm front is approaching the region this afternoon and will increase clouds over mainly the north half of the state this afternoon and evening. Snow level will rise to 6000 - 7000 ft. Rain will likely start on the north coast by this evening. This front will be similar to the one on Monday and Tuesday with the trough stalling off the coast for a day. Thus expect rain and wind over the northwest corner of the state tomorrow and mostly just clouds and windy conditions elsewhere. Strong winds will mix out the stable air mass overnight and bring good smoke dispersion during the day.
OUTLOOK (FRIDAY - SUNDAY)
Warm front moves by to the north by Friday with the cold front and trough approaching Friday morning. Rain will be on the increase while the winds start to slacken. Cold front moves through by Friday evening with cold air following and lowering the snow level to near 3000 ft Friday night. Upper level trough moves through Friday night to Saturday morning. Another front and trough move in later Saturday with the trough passing through early Sunday with a ridge following closely behind. Expect good mixing and smoke dispersion through the period.

Zone 601, 602, 603, 612 and 615-620 (North and South Coast Range):
MORNING
Mixing height below 3000 ft early rising to 3000 - 4000 ft by late morning.
Transport wind SSW at 25 - 45 mph.
Surface wind S to SW at 15 - 25 mph.
AFTERNOON
Mixing height rising above 5000 ft.
Transport wind SSW at 30 - 50 mph.
Surface wind SSW at 18 - 32 mph.
EVENING
Mixing height remains above 5000 ft.
Transport wind similar to afternoon.
Surface wind similar to afternoon.
Zone 605-611 (North Cascades):
MORNING
Mixing height below 2000 ft early rising to 3200 - 4200 ft by late morning.
Transport wind SSW at 22 - 38 mph.
Surface wind S to SSW at 12 - 22 mph.
AFTERNOON
Mixing height 4000 - 5000 ft.
Transport wind SSW at 25 - 45 mph.
Surface wind similar to morning.
EVENING
Mixing height rising above 5000 ft.
Transport wind SSW at 28 - 48 mph.
Surface wind S to SSW at 15 - 30 mph.
Zone 616-623 (South Cascades):
MORNING
Mixing height below 1000 ft early rising to 2000 - 3000 ft by late morning.
Transport wind SSE to S at 14 - 28 mph.
Surface wind SE to S at 8 - 12 mph.
AFTERNOON
Mixing height 3000 - 4000 ft.
Transport wind S to SSW at 18 - 30 mph.
Surface wind S to SW at 9 - 15 mph.
EVENING
Mixing height 3500 - 4500 ft.
Transport wind similar to afternoon.
Surface wind SSE to SSW at 10 - 16 mph.
OUTLOOK:
FRIDAY
Mixing height 4400 to 5000 ft during the morning rising above 5000 ft during the afternoon. Transport wind S to SSW at 18 - 32 mph during the morning becoming SW to WSW at 15 - 25 mph during the afternoon. Surface wind S to SSW at 10 - 22 mph during the morning becoming SSW to WSW at 10 - 16 mph during the afternoon.
SATURDAY
Mixing height above 5000 ft throughout the day. Transport wind SSW to SW at 12 - 24 mph during the morning becoming S to SSW at 21 - 37 mph during the afternoon. Surface wind S to SSW at 8 - 14 mph during the morning becoming S to SSW at 10 - 22 mph during the afternoon.
SUNDAY
Mixing height above 5000 ft throughout the day. Transport wind W to WNW at 10 - 22 mph. Surface wind WSW to WNW at 8 - 12 mph during the morning becoming SSW to WSW at 8 - 12 mph during the afternoon.
3. BURNING INSTRUCTIONS FOR ALL ZONES IN THE WESTERN OREGON AREA
These instructions are valid for burning conducted on Thursday, November 19, 2009.

Coast Range
All Zones
Use standard guidance matrix. (See section 5 below.) Ensure adequate distance from downwind SSRAs for smoke to dissipate.
Cascades
All zones except zone 611
Use standard guidance matrix. (See section 5 below.) Ensure adequate distance from downwind SSRAs for smoke to dissipate. Verify transport winds away from SSRA if burning within 10 miles of the SSRA in Zone 605 and 606. Avoid ignitions north of T24S in Zone 616.
Zone 611
Units should be 1000 tons or less, spaced 8 miles apart, and 10 miles from downwind SSRAs.
Siskiyous
Units should be 750 tons or less, spaced 10 miles apart, and 12 miles from downwind SSRAs.

4. SPECIAL NOTE:
Call the smoke management duty forecaster at (503) 945-7401 to
discuss burning. Please do not call individual's numbers to
discuss daily burning. If the forecaster is not available,
leave a message and he will return your call as soon as possible.
Avoid calling between 2 to 2:30 p.m.

5. STANDARD GUIDANCE MATRIX:
* Greater than 5000 ft mixing height: No burning within 5 miles of
downwind SSRA. Maximum 100 tons per mile from downwind SSRA.
Example: 500 ton maximum allowed if burned 5 miles from downwind SSRA.
* 3000 - 5000 ft mixing height: No burning within 10 miles of
downwind SSRA. Maximum 75 tons per mile from downwind SSRA.
Example: 750 ton maximum allowed if burned 10 miles from downwind SSRA.
* Less than 3000 ft mixing height: No burning within 15 miles of
downwind SSRA. Maximum 50 tons per mile from downwind SSRA.
Example: 750 ton maximum allowed if burned 15 miles from downwind SSRA.
* All exceptions must be coordinated with the duty forecaster
prior to ignition.
