*CTeL February Brown Bag: Physician Credentialing in Hospitals
* The February 23rd CTeL Brown Bag topic is physician credentialing in
hospitals. Credentialing and privileging of physicians using telemedicine
to deliver healthcare services has long been a key issue for telehealth
providers. When a physician uses telemedicine to direct the care of a
patient in a hospital, what steps should the hospital take with regard to
credentialing and privileging that physician?
CTeL has been advised by telehealth practitioners that the Centers for
Medicare and Medicaid (CMS) has emphasized that their Conditions of
Participation must be followed to credential physicians at distant
telehealth sites.
CMS does not sanction the Joint Commission's (JC) approach of allowing one
JC accredited facility to recognize the credentialing process of another JC
accredited facility.
Brown Bag participants will hear from speakers knowledgeable about the
telehealth credentialing requirements of the CMS. Speakers will also
address the JC's policies regarding credentialing, and the practical impact
of CMS credentialing requirements on the delivery of telemedicine
procedures. Speakers will be announced soon.

*Award-Winning Arkansas Home Health Program Gains National
Attention* Arkansas'
Baptist Home Health Network has been selected by the National Association of
Home Care and Hospice (NAHC) as the model for a proposed national five-state
pilot program for Medicare beneficiaries. The Baptist system, which serves
an estimated 800 people in Arkansas, integrates telehealth monitoring into
patient treatment plans.
For example, a diabetes patient will have vital signs like heart rate, blood
pressure, blood sugar level, and oxygen level captured at home by a
telehealth computer. Data is then sent via phone line to Baptist's main
office, where a team of nurses monitors the results. If any irregularities
or potential problems are spotted, a nurse will call the patient at home, or
if needed, dispatch another nurse or an ambulance to the residence.

*In Canada, Telemedicine Helps Rural Patients Manage Their Conditions
* For chronic respiratory disease patients in the rural Champlain region
of Ontario, Canada, a new telehealth program provides the opportunity to
receive necessary care without traveling to hospitals in Ottawa. The new
program, headquartered at the 22-bed Carleton Place District and Memorial
Hospital (CPDMH) and operated by the Ontario Telemedicine Network (OTN) in
conjunction with St. Francis Hospital, connects patients with respirologist
Dr. Stephen Bencze of Ottawa Hospital's Clinical Telehealth Program. Through
videoconferencing, patients are brought together with physicians for
consultation, evaluation, and education.
The new program for respiratory disease patients is a significant part of
the telehealth program at CPDMH, which serves several rural communities of
about 23,000 people total, that was established in 2002 with the OTN. Since
then, the hospital has seen an increase in telehealth-related visits, with
about 400 annual visits. The program is part of a larger effort to enhance
access to treatment for rural patients and to help chronic disease patients
in better managing their conditions.
