      *Confirmed: Maine State Representative and Oregon Telehealth Expert to
Speak on State Legislative Policies for Telehealth!!*
    Dear Telehealth Leader!

We are excited to announce that Maine State Representative Anne C. Perry and
Catherine Britain of Oregon are confirmed to speak at CTeL's *Washington
Live!* Brown Bag Telehealth Seminar titled, "Strategies for Telehealth
Policy Changes at the State Level."

Both Maine and Oregon are on the forefront of adopting state legislative
policies dealing in telehealth.  Both speakers were involved with passing
their state's telehealth statutes and will describe how their state's
approved telehealth private payer legislation.

Perry is serving her fourth term in the Legislature. She the Chair of the
Committee on Health and Human Services. Perry is also a certified family
nurse practitioner, practicing in Calais, Maine.  She is a member of the
Maine Advanced Practice Nurses Association, the Maine State Nurses
Association, the Substance Abuse Services Commission, and the National
Legislative Association of Prescription Drug Pricing, a nonpartisan,
nonprofit organization.

We are also very excited to welcome Catherine Britain, an expert on
telehealth policies for Oregon.

Britain's most noteable work includes establishing the Telehealth Alliance
of Oregon (TAO), which later went on to help create and pass legisation
that would require health benefit plans to pay for services delivered
through the utilization of telemedicine technologies.

Britain currently serves as the Associate Project Coordinator for the Oregon
Health Network Rural Health Care Pilot Program Project.  She is a board
member for the Northwest Telehealth Resource Center (NWTRC) and continues to
consult as time permits.  The NWTRC is a co-sponsor of this Brown Bag
Seminar.

     *Telerehabilitation and Reimbursement Addressed at August CTeL Brown
Bag*
    For patients in rural and underserved areas, ensuring access to
necessary rehabilitative services like speech therapy, audiology, and
occupational therapy can be challenging. One way in which practitioners have
attempted to make these therapies more accessible has been through the use
of telemedicine. Although there have been proven successes with the use of
these technologies, reimbursement policies throughout the country are
varied, often inadequate, and in some cases, nonexistent.

This issue was at the center of the August CTeL Washington Live Brown Bag.
Featuring as speakers Janet Brown, Director of Health Care Services in
Speech and Language Pathology at the American Speech-Language Hearing
Association (ASHA); Dr. Jana Cason, Assistant Professor of Occupational
Therapy at Spalding University in Louisville, Kentucky; and Christina
Metzler, Chief Public Affairs Officer at the American Occupational Therapy
Association (AOTA), the seminar brought to participants' attention the need
for coherent reimbursement policies for telerehabilitation services.

    *Hospital Launches New Telemedicine Program for Stroke and Child
Trauma*     In
medical emergencies like stroke and child trauma, immediate medical response
is essential in saving lives.  However, in rural and underserved areas that
lack specialty physicians, response time can be delayed, ultimately putting
the patient's health at risk.

However, because of the utilization of telemedicine technologies, patients
at suburban  medical hospitals in Texas can now receive specialty
consultations from physicians in Austin.  Instead of having physicians
"describe symptoms over the phone to neurologists, physicians can wheel
their patients in front of a television monitor with a camera that allows a
specialist to see the patients."
