[TAO] Telehealth updates from USDA and FCC

1.  The FCC is making an additional $42 million immediately available from
The Cares Act through its Rural Health Connect Program to rural hospitals
and clinics.  Here is a link to more information:

2. The USDA has added another application window for its Distance Learning
and Telemedicine Grants Program.  The second window was added at the
request of applicants who are unable to complete their applications for the
first window due to impacts caused by the Covid-19 outbreak.  The FOA is
