US Bank has notified OST that they have received calls from some debit cardholders notifying them that their balances have been impacted by the VISA outage. As a result of transaction attempts during the outage, a cardholder's balance may be reserved showing multiple holds for each attempted transaction. Because of this, an agency may receive a call from an impacted cardholder regarding postings to their account during the outage that the agency may not have record of on their system. We have been engaged with NIC over the course of the last several months to remake the design and function of our current website for the variety of customers that interact with Treasury via the internet. As we narrow in on a final functional approach, NIC will engage some of our customers in usability testing to make sure that we "got it right" before we make the new site live. The usability testing of the website includes creating a scenario, or realistic situation, wherein a person performs a list of tasks using the product being tested while an observer watches and takes notes. The aim is to observe how actual users function in a realistic manner so that developers can confirm how users approach web information, identify what they like or dislike, and identify and fix and problem areas. Usability testing typically takes from 15 minutes to an hour. Participants should generally be located in or willing to travel to the Salem area (though some exceptions may be available). If you would like to volunteer to participate in usability testing, please contact Wendy Finley at Wendy.Finley at ost.state.or.us. Please note that we also plan to identify some key users that we believe would provide critical feedback to this process. More recently, we worked with the contractor hired as the statewide E-Government provider, NIC-USA, to implement even further modifications. If you visit our website beginning today, you will see these changes. Notably, we have made changes to the site aimed at making navigation simpler for each of our customer groups. Agency staff should be able to more cleanly identify those services and programs that serve you directly and be able to access information in a more user friendly method. As with any project of this scale, it will not be completed overnight, and we are facing some of the same challenges that you may be with the website transition. We do hope, however, that the content changes you see will be viewed as an improvement. You will notice that a number of pages are currently Under Construction. We will continue to make changes and add content to these pages over the next few months. We will also take this opportunity to review and update other existing website materials including the Cash Management Manual and Cash Management Policies. Remember, as with many of the other state website pages, you may need to update any bookmarks that you previously had. Customers can get to any number of services provided by the Finance Division via a couple of different methods: * On the Main banner, select the Divisions tab followed by Finance then select State Agencies (or one of the other "customer" options available). If you choose State Agencies, for example, you will then find a simple list of many of the key services that you use on a regular basis. * Under the State Treasury Customers banner in the middle of the page, select highlighted services underneath each customer type. If the service you are looking for isn't available, select the More Services link for a list of select services. You will also be able to navigate from here directly to Division pages by using the available links on the left navigation bar. There are a variety of other paths that can be selected from the Home page to the Finance Division (or other Division) services.
