[Treasury-News] Visa Outage Sunday, April 1st

Oregon State Treasury (OST) received the following information regarding a recent VISA outage:
A nation-wide technical problem affecting the Visa network barred some people from using their credit and debit cards on Sunday, April 1st, from approximately 5:40 p.m. to 6:20 p.m.
The outage was caused by a recent update Visa had made to its system.
 US Bank has notified OST that they have received calls from some debit cardholders notifying them that their balances have been impacted by the VISA outage.  As a result of transaction attempts during the outage, a cardholder's balance may be reserved showing multiple holds for each attempted transaction.  Because of this, an agency may receive a call from an impacted cardholder regarding postings to their account during the outage that the agency may not have record of on their system.
