[yscon] Questions about reporting free summer lunch for public library statistics

Good afternoon,

Regarding passive programs, when I've been asked by libraries, I tell them the same as Cathy told us (on the advice of our State Data Coordinator - they have their stories straight!) - but, I also encourage them to keep statistics on passive programs for their internal use at the library, to share with the Library Board, with administration and other departments, with potential community partners and/or potential funders - and to help with departmental planning.

Regarding Summer Food Service Program, our SDC has added a question about SFSP participation to our Public Library Survey (along with a question about SRP and one about homework help, which are also not IMLS-required questions). These were at my request and are used to give me data and feedback for my planning. The results of these questions are included in our summary spreadsheet which is made available to libraries (https://library.ohio.gov/services-for-libraries/ohio-public-library-statistics/). The SFSP question is new in 2016 and not included on any report accessible from that link.

I also ask the libraries to report on their SFSP participation in the separate Ohio Summer Library Program survey (Beth, I will complete your survey about this tomorrow!).

As the State Library of Ohio has been putting much energy into promoting and supporting public library participation in SFSP over the past ~3 years, I find it tremendously helpful to know what libraries are participating, participation trends (going up quickly in Ohio!), and any narrative feedback the libraries choose to include on their SRP evaluation surveys. This has helped us target outreach to libraries, connect new SFSP participant libraries with experienced libraries, and talk with authority about library participation to other stakeholders, from the State Library board, to the state's SFSP administering agency, to anti-hunger organizations, to the media, to the USDA.

I expect library participation in feeding programs to continue to grow in volume and importance. Even if the IMLS doesn't want to have those numbers included in the PL stats reported to them, it seems valuable for us to capture that data.

BTW, if you don't capture that data, then later on find you want it, you can likely construct if from data collected by your state SFSP administering agency.

As always, props to California and Virginia for their mentorship and guidance - I feel happily obliged to make this shout-out whenever I start talking like an SFSP expert. :)

Not to further muddy the waters, but...what if the library staff are serving meals and handing out summer reading logs/prizes/materials?

Was not aware either of the passive program not being counted...I know I will have some libraries that will not be happy to learn about that.  Clearly I still have a lot to learn working at the state level. ;)

I was curious about this, Krista, so I asked our data coordinator:
"No these are not counted as library programs just because they are using library property to meet.  We also don't count tutors that are not provided by the library and meet with their students at the library or people who use library meeting rooms to hold a meeting, these are not programs. However, if the library were to offer a story-time during lunch or a magic show or a book discussion etc... you would count that as a library program.  The pleasure of using library property does not a library program make..

Passive programming is NOT included in the programs count!  The current thinking is that putting out a chess board, having a puzzle table or making coloring sheets available is not providing a program.  There has been talk about figuring out a way to effectively count passive programming at the national level but we are not there yet."

Getting the message across on what to and what not to count to our public libraries can prove to be a challenge though.

However, I guess I will need to consult with my state data coordinator for clarification. According to the program definition as outlined by IMLS, I could see where an argument AGAINST counting the statistic could be made, depending on program sponsorship. Per the IMLS definition:

A children's program is any planned event for which the primary audience is children and which introduces the group of children attending to any of the broad range of library services or activities for children or which directly provides information to participants. Children's programs may cover use of the library, library services, or library tours. Children's programs may also provide cultural, recreational, or educational information, often designed to meet a specific social need. Examples of these types of programs include story hours and summer reading events. Count all children's programs, whether held on- or off-site, that are sponsored or co-sponsored by the library. Do not include children's programs sponsored by other groups that use library facilities. If children's programs are offered as a series, count each program in the series. For example, a story hour offered once a week, 48 weeks a year, should be counted as 48 programs. Exclude library activities for children delivered on a one-to-one basis, rather than to a group, such as one-to-one literacy tutoring, services to homebound, homework assistance, and mentoring activities. This figure is a subset of the Total Number of Library Programs (data element #600)

Hi all,

I have two questions for you regarding the Free Summer Lunch Program, summer reading, and public library statistics.

If a library offers the free summer lunch program, then should that in and of itself be counted as a library program for the public library statistics?

If a library offers the free summer lunch program and passive programming such as playing an audio book or making word searches available to kids while they eat, then should it be counted as a library program for the public library statistics?

We have several libraries offering the free summer lunch program 5 days a week and doing a storytime and/or summer reading activity in conjunction with lunch once or twice a week. Obviously, those are programs to be tracked for public libraries statistics. However, they are wondering if they should count the other 3 or 4 lunches per week as a program or not. Does that make sense?
