Job Description: 
 
The Program Analyst, who will serve on site in the client offices, will be responsible for multiple activities to support the effective functioning of the Center for Mental Health Services Division of Prevention, Traumatic Stress, and Special Projects, in overseeing the suicide prevention activities. The Program Analyst will report to the ESI Corporate Monitor for supervision and to the on-site Contract Manager for administrative matters. Primary responsibility is in support of suicide prevention, but the Program Analyst may also be called upon to perform occasional duties in support of the Division. Specific duties of this position include, but are not limited to:
 
Project Support
·           Assist in developing a comprehensive suicide prevention agenda in keeping with the National Strategy for Suicide Prevention (NSSP), addressing Congressional, departmental and agency priorities, infrastructure development, capacity building, and availability of resources to address national mental health and suicide prevention needs 
·           Assist in development of a National Strategy for Suicide Prevention coordinating body
·           Assist in monitoring of DPTSSP's grant portfolio, including the Suicide Prevention Resource Center and Hotline, Evaluation, and Linkage Project
·           Prepare draft content papers, white papers, talks, and presentations, as needed relevant to suicide prevention activities
·           Make recommendations for consideration by the GPO, Branch Chief and Division Director for facilitating continuing growth in CMHS leadership in suicide prevention             
·           Attend Suicide Prevention team meetings and contribute to planning and implementation of program activities in coordination with Government Project Officers (GPO's)
·           Serve as liaison to designated governmental and non-governmental bodies
·           Conduct grantee site visits in conjunction with the assigned GPO, or independently under guidance of the GPO
 
Research Development
·           Identify strategies that show promise in reducing the risk for suicide and suicidal behavior in population groups at high risk
·           Develop program designs that incorporate science based suicide prevention strategies in community based service delivery efforts
·           Conduct data collection, literature reviews, and analysis of findings to understand the size, scope, and nature of suicide related problems and document their social and economic cost
·           Review and monitor literature from suicide prevention field
·           Identify and maintain liaison with the suicide prevention advocacy community, tracking outcomes of programs operated by the advocacy community and facilitating federal-private sector collaboration
·           Document promising practices within suicide prevention research findings and from the broader field of public health
·           Prepare analyses of trends to foster continued support for suicide as a high priority public health program among the many issues HHS addresses
 
General Administration
·           Respond in a timely and effective manner to handling and resolving Non-Routine grantee requests for guidance/technical assistance, including requests that require analysis, clarification, and approval by a GPO, SAMHSA Grants Management, or other SAMHSA department
·           Review grantee progress reports and provide analysis of grantee progress in meeting program recommendations
·           Develop recommendations for grantee performance improvement and communicate to grantees in conjunction with the assigned GPO
·           Contribute effectively to the suicide prevention team in both productive collaboration on work product and contribution to positive team attitude
·           Maintain membership in at least one professional organization through which the Program Analyst can help promote the objectives of the NSSP by presentations, articles in organization publications, or other means
 
Qualifications
·           Master's degree required (PhD preferred) in mental health, public health, or other related field; and
·           5+ years of experience working in a similar environment.
 
Required Skills
·           Proficiency in Microsoft Office, specifically Word, Excel, and Power Point 
·           Research, writing, editing, and proofreading skills
·           Willingness to learn and work as a team player
·           Outstanding organizational skills and demonstrated ability to multitask
·           Strong commitment to both team and client satisfaction
·           Ability to problem solve independently
·           Excellent verbal and written communication skills
 
Desired Skills
·           Knowledge of Federal government and program contracting regulations
