[YSPNetwork] Statewide Children's Wraparound Project established

I am attaching a copy of the Executive Order establishing the Statewide
Children's Wraparound Project that was signed yesterday by Governor
Kulongoski.  This project will build on the work already done to improve
service delivery within state agencies, and the lessons learned through
local systems of care projects.   Your work contributes to this effort. 
We look forward to improving the way that we serve the children and
families of Oregon!
