[Answerland] Question to answer about picture book set in Japan

Hello Answerlanders,

A fellow librarian is looking for our help:

"Hi! I have a patron that is trying to find the title and author to a book she read as a child. It's about an American girl that moves to Japan. A Japanese fairy that wears Tabi (shoes) helps her acclimate to Japan. The girl is very lonely. The name of the fairy is Mrs. (a Japanese name). Hoping you can help us find it. Thanks!"

Further questioning added the information that it is a picture book that the patron read in the 1980s.
