RE:      Brief Summary of the Stimulus Package Related to IDEA

Attached please find the very latest clarity on the restrictions of the additional IDEA funding under the American Recovery and Reinvestment Act (stimulus package). You will find a summary of the expected overall increase in funding, what the Maintenance of Effort will be, and the issues of supplement/supplant. This information came to us from a very credible source (Council of State Chief School Officers) and is the clearest description I have seen to date.

This will not answer all of your questions but will give you a start on thinking about the funding.  The Department is awaiting a fuller explanation from the federal offices, but we do not expect much until next week.  From all that we hear, we assume that the funding will be part of your regular IDEA flow through allocation, but we are still uncertain of even that.

Know that we will continue to send relevant information as we receive it.  Thanks for all you do.  This is a very busy and very difficult time for all of us.  Keep in touch and stay strong!!!
