[CAFR-Contacts-News] FY 2009 Year End Closing Kick Off

Hello CAFR Accountants,

 

CAFR season is just around the corner! 

 

Year end closing for FY 2009 officially begins July 20 (following the
close of June on July 17 in R*STARS). As you know, the year end closing
process culminates in publication of Oregon's Comprehensive Annual
Financial Report (CAFR). Completing the CAFR on time and with the
highest degree of accuracy requires a team effort. We are counting on
your help!

 

Agency Guide to Year End Closing

The Agency Guide to Year End Closing is available on the SARS Web site
at http://oregon.gov/DAS/SCD/SARS/index.shtml. Click on Agency Guide to
YEC on the right side of your screen and refer to Chapter B and Chapter
D for helpful information about year end closing activities.

 

Preclosing Review

In preparation for year end closing, please continue to work on the
preclosing review between now and July 17 (see Chapter C in the Agency
Guide to Year End Closing).

 

Year End Closing Training - June 24

Please join SARS at the FY 2009 Year End Closing Training at 9:00 a.m.
on June 24 in the Labor & Industries Building, Conference Room 260, in
Salem. This training session will provide an overview of year end
closing activities and will cover key dates, interagency transactions,
disclosure form changes, GASB updates and year end accruals. If you
cannot attend and would like copies of the training materials, please
contact your SARS analyst after June 24.

 

Schedule of Key Dates

A copy of the FY 2009 schedule of key dates (including Gold Star dates)
is attached. 

 

Gold Star Certificates

The State Controller's Division awards Gold Star Certificates to
agencies that provide substantially accurate and complete financial
information by the Gold Star due dates. The Gold Star Certificates serve
to recognize agencies for their commitment to excellence in financial
reporting. For FY 2009, SARS will increase the emphasis on the accuracy
of the financial information and will consider audit adjustments in the
final determination.

 

Disclosure Forms

The General Disclosure and Debt Disclosure packets will be sent to you
as e-mail attachments by your SARS analyst on or before Monday, June 15.
These can be filled out electronically and e-mailed back to SARS.

 

CAFR Contacts and SEFA Contacts Lists

The CAFR Contacts List and the SEFA Contacts List can be found on the
SARS Web site at the link shown above. Click on CAFR Contacts or SEFA
Contacts. Please let your SARS analyst know if the contacts for your
agency need to be updated.

 

Summary

The CAFR is very important to the State of Oregon. It is critical to the
marketing of Oregon State bond issues and is required by law. The
quality and timeliness of Oregon's CAFR depends on the accuracy and
completeness of financial data provided by you on behalf of your agency.
