SARS has updated the OAMs below and posted them to the OAM website<http://www.oregon.gov/das/Financial/Acctng/Pages/OAM.aspx>.

Based on an agency comment, we did change the definition of a current refunding in OAM 15.65.30 to reflect actual practice and to be consistent with our recent debt training.

SARS has placed two OAMs out-for-comment: http://www.oregon.gov/das/Financial/Acctng/Pages/OAM.aspx

15.65.10, Bonds and COPs
15.65.30, Debt Refundings

As with the last OAMs that were out-for-comment, we've utilized the track changes feature so agencies can see the updates.

For OAM 15.65.10, SARS received a request to create a new comptroller object, 1500 GO Bonds (Dedicated Funds) for instances when agencies have bond issuances that will be repaid with other than General Fund resources. As a result, the title of comptroller object 1501 was changed to GO Bond (DS Paid from GF) for instances when agencies have bond issuances that will be repaid with General Fund resources. Comptroller objects 1500 and 1501 roll up to the same D08, but they have different D09s.  These two comptroller objects were included in the comptroller objects chart of accounts OAMs (60.20.00 and 60.30.00) that updated earlier this month. We will be discussing this further in our long-term debt training, held at the Employment Auditorium tomorrow from 8:00 - 11:30. For OAM 15.65.30, we made a small adjustment to the verbiage used in the description of a t-code for an example.
