[CAFR-Contacts-News] Redirect of comptroller object 1106

Hello CAFR Contacts,

Comptroller Object 1106 "Collection of Overpayments" has been repointed from GAAP Source Objects (D08) 1200 (Government) and 1250 (Proprietary), titled "Other" to D08 0560 (Governmental) and 0565 (Proprietary), titled "Rebates and Recoveries", effective for FY 2017.  After discussing the use of this comptroller object with the limited number of agencies that have used it in recent years and we've determined that its use is consistent with the definition of "Rebates and Recoveries".
