Subject: RX Public Assistance COVID-19 FEMA Daily Update 6.9.2020

Good afternoon,

Another short update for today! Please keep letting us know how we can assist you, and if there are any particular topics or questions you'd like to be addressed.

Contact Tracing eligibility: There have been a number of questions about the eligibility of contact tracing either executed through the NG under Title 32 or through PA Cat B reimbursement. Contact tracing is the process of identification of persons who may have come into contact with an infected person and subsequent collection of further information about these contacts. Under Title 32 for COVID-19, the National Guard, in coordination with CDC, received training to conduct contact tracing. FEMA will consider contact tracing costs incurred to date and through the current extension date by National Guard assets operating under Title 32 status conducted in coordination with HHS/CDC to be an eligible activity under Section 403 of the Stafford Act. We are still working to determine eligibility under reimbursement through Public Assistance, Category B, Emergency Protective Measures and are coordinating with HHS/CDC in regard to the parameters of funding from the respective agencies, given the existing expertise and funding streams through HHS/CDC.

Local Hire Training Update: The training team is scheduling a few sessions for FEMA new hires. Please let us know if you have a need to train new folks on PA COVID policy or processes. Our training team is standing by!

Interagency Resources:

  * Broadband funding sources: The attached guide comes courtesy of our Interagency Recovery Task Force; these are programs from various agencies that may be able to provide funding for digital needs for distance learning and services. You can also search for programs here: https://broadbandusa.ntia.doc.gov/new-fund-search

  * CDC communication toolkit: The CDC created a communication toolkit to help public health professionals, health departments, community organizations, and healthcare systems and providers reach populations who may need COVID-19 prevention messaging in their native languages: https://www.cdc.gov/coronavirus/2019-ncov/need-extra-precautions/communication-toolkit.html?deliveryName=USCDC_2067-DM30162

No new COVID-19 documents from HQ as of 6/9/20:
