Project update

With spring in the air, March also brought much project progress. We concluded the first two sessions of bi-weekly core team meetings with 41 large, medium, and some small-sized agencies. These agencies are now actively working on assignments to document processes and identify users so we can start creating system accounts.

On March 10, we held a forum for Oregon Cooperative Procurement Program (OrCPP) members. We want to thank everyone who attended and participated in the robust Q&A discussions during the event.

We’re also happy to share that 52 agencies registered during open wave enrollment for Phase 2. Our team is reviewing the registrations and will reach out to those agencies that didn't self-enroll soon.

Our team is now focused on report development and finalizing training modules as we grow closer to replacing ORPIN on July 1.

6 OregonBuys terms to learn

Training for OregonBuys is set to begin in May, and we'll be using a "just-in-time" approach. This approach allows us to deliver training to learners like you, right at the moment they need it.

In the meantime, here are a few new OregonBuys system terms to learn. Please note, these terms don't change the state of Oregon's existing procurement terminology.

Stay tuned for a full terminology crosswalk that we'll release closer to training.

Definition
Master Blanket Purchase Order (MBPO)
A contract that allows for releases (i.e. price agreements, contracts that are ongoing, cross biennial, or those with renewal potential, etc.)
Open Market Requisition
A requisition used to by agencies to send requests to DAS for services on their behalf or to request approval of a Special Request
Bid Solicitation
The document used in OregonBuys to issue Opportunities (RFP, ITB, RFQ, etc.) or Notices (informational, Intent to Participate, etc.)
Opening Date (on a Bid)
The date currently known as the “Closing” date in ORPIN
Amendment
A formal change to an approved Bid Solicitation
Change Order
A formal change to an approved Master Blanket Purchase Order or Purchase Order

Prepare for the blackout: June 16-30

[OregonBuys ORPIN Blackout Timeline]

As we prepare to replace the Oregon Procurement Information Network (ORPIN) on July 1, we want you to be aware of a blackout period from June 16-30.

On June 16, ORPIN will be placed in a read-only status. At this time, no new entries or document changes can be made as we prepare to switch to OregonBuys.

What does this mean?

  *   For procurement staff: start planning your Procurement and Solicitation work with these dates in mind.
  *   For suppliers and vendors: take action now and get registered in OregonBuys. All suppliers and vendors must be registered to continue doing business with the state.

The Oregon Procurement Information Network (ORPIN) is being replaced on July 1, 2021, with OregonBuys. When the switch happens, suppliers must be registered in OregonBuys to continue doing business with the state. Existing accounts will not transfer over and suppliers are encouraged to register now.
