Greetings Local Partners,
As you are all aware, the state level Tobacco Prevention Education Program received a 20% cut this biennium. Oregon Health Authority - Public Health Division recognizes the need to maintain as much continuity as possible for local public health authorities and TPEP staff, and agree that the best way forward for that is to fund LPHAs using the CLHO funding formula for the current biennium. This will result in a 1% funding decrease overall for LPHAs, compared to a 20% decrease for the full TPEP program. Last Thursday, a small group of Administrators and Tobacco Prevention Education Program state staff met to begin discussions about how limited resources can be used most effectively to reduce tobacco use in all parts of Oregon. Please see below the communication that was sent today to local Health Administrators and Health Officers.

Subject: TPEP Update
Dear Health Administrators and Health Officers,
On Thursday, October 10th, a small group of administrators and Tobacco Prevention and Education Program (TPEP) leadership (see list below) met in Eugene. The original intent of the meeting, per CLHO's direction, was to discuss TPEP funding allocation. In the meantime, however, Karen Girard announced that the $6.9m for community programs would be allocated according to the current CLHO funding formula. So, rather than funding allocation, we discussed next steps in TPEP funding.
We began by identifying strengths, challenges, and opportunities in tobacco control at different levels - local, regional, state, and federal. Next, we shared what values we thought should guide tobacco prevention funding and what should be different about the TPEP funding process going forward.
Among the things we agreed on was that something has to change. One opportunity, for greater collaboration and communication, is the creation of a small work group to draft outcomes/performance measures for TPEP. This work group will include a mix of administrators, program managers, TPEP coordinators, and state staff. Rather than having the state draft and bring to the committee for review, we'd like to have locals contribute to the initial development of the measures - we are hopeful that this will result in a more robust discussion and greater understanding of state and local needs and constraints.
