Those of you who attended the USAC training in Portland last week may remember that Catriona Ayer made some very promising comments about gifting violations and recusal. The author of this week’s newsletter was not present at the training so his comments do not reflect that. We are still waiting for more detailed guidance from the FCC, but I thought that was a very positive step forward.

* Funding Status. Wave 24 for FY 2010 and Wave 71 for FY 2009 will be released this week. The SLD confirmed a likely application window for FY 2011 of January-March.
* Gift Prohibitions – Part 2. The new FCC E-rate rules detail strict federal agency-like restrictions on gifts, but major points remain to be clarified.
* E-Rate Updates and Reminders. USAC has begun questioning service providers whose FY 2011 E-rate successes are well above prior years. The GAO has released a report criticizing the E-rate program's internal control structure The SLD's fall training program is nearly completed.
* Schools and Libraries News Brief dated October 29. This week's News Brief reviews corrective actions possible for anyone missing the two critical October deadlines.
