[gis_info] cheap routing software?

I work in Vancouver, WA for a public transportation company. Our operations department just called me wanting to know if I knew of a good cheap routing software. They want it for quick demos of possible reroutes. 

They have software called INIT which actually monitors the current GPS location of every bus in our fleet and knows if it is on time or not. However, there are sometimes we have to do a detour, like for a parade or sewer project, and so they need to be able to put in new way points and have it find distance and how long it should take based on speed limits. This software doesn't do that. 

I tried to demo GoogleMaps for them, and ititally, the test went pretty well. It's easy to use, and it's free. But then they had me do a reroute in downtown Portland for our express buses, and Google refused to do what we wanted. It kept defaulting back to Broadway (arterial street), and we really wanted to run though the bus mall on 5th. 

So, what they are looking for is something to load on a laptop and be able to do on the fly during a meeting.
