Duration: 18 months

 

Technical Business Analyst Level III (10+ years experience)

 

Overview:

 

This Business Analyst will work for the eGIS project that will enhance
the quality of agency information and decisions for all levels of
Bonneville Power Administration personnel by creating and maintaining a
Geographic Information System (GIS) that facilitates access to project
and asset data through the provision of innovative GIS technology
solutions.

 

The eGIS accomplishes this mission by making it easy for users to find
and analyze data using mapping tools and detail reports that draw data
directly from native sources.  Phase 2 of the eGIS project builds on
phase one's successful implementation of core infrastructure.  It will
focus on three main goals:

1.	Add new functionality to mapping and data access tools 
2.	Increase the availability and reliability 

3.      Support the training of staff on the web and mobile eGIS
applications

 


Skill Requirements:


Knowledge of and skill in applying

*         Technical interviewing skills in the Information Technology
environment

*         Functional/process interviewing skills in the business
environment

*         Communication skills including facilitation, negotiation and
conflict resolution

*         Writing skills and the ability to present information in
various forms such as textual, graphical and statistical

*         Modeling of processes, requirements, verification of
deliverables

*         Requirements Engineering and software development life cycles

*         Familiarity with the IEEE Software Development standards or
equivalent

*         Ability to develop canonical attribution and perform
normalization of concepts.

Sufficient to:

*         Communicate with a wide variety of technical and business
experts in both individual and group settings.

*         Lead requirements elicitation workshops and present findings

*         Decompose high-level information into details and abstract up
from low-level information to resolve solution vs. requirements
conflicts

*         Negotiate priorities and resolve requirement conflicts among
various stakeholders

*         Distinguish key interactions and connectives among enterprise
server-client technical solutions involving hardware, networks, security
and applications

*         Develop Storyboards sufficient to translate functional
requirements to system requirements


 


Additional Skills Desired:


Knowledge of and skill in applying

*         Agile Software Development methods and tools

*         Microsoft Office suite of products

*         BPMN modeling standards

Sufficient to:

*         Use Agile Modeling to model and document software-based
systems.

*         Create Word documents, Excel spreadsheets, Power Point
presentations, Visio flowcharts and MS Project input.
