Senior GIS Analyst

The County is actively developing and implementing an Enterprise GIS based on modern server technology, connecting people with the geographic information they need to better perform their business functions. Implementation of this strategic design is aimed at optimizing workflows by reducing data and software redundancy, providing real-time geointelligence, providing better data security and integrating important information assets.

 

The Senior GIS Analyst will be working hand-in-hand with the GIS IT Project Manager and other City and County agencies in developing standards, best practices, and procedures to enhance all GIS services. The Analyst will be a key member of the team, helping to lead the transition from a heavy mapping environment organization to a robust and sophisticated web-based GIS server environment.

GIS Solutions:

*           Advanced level skills for data production, digitization and editing using ESRI ArcGIS software

*           Advanced ability to manage, maintain and troubleshoot GIS software and hardware systems

*           Advanced level skills producing publication quality cartographic output, including map posters for presentation to public

*           Advanced level skills converting data from common GIS data file formats to native ArcGIS formats

*           Advanced knowledge of cartographic datums, coordinate systems and projections

*           Advanced level ability to provide technical support for ArcView and ArcReader users

*           Intermediate level (minimum of 3 years experience) designing GIS solutions based on user requirements

*           Intermediate level (minimum of 3 years experience) working in an enterprise GIS environment

*           Intermediate level knowledge of network modeling, linear referencing and dynamic segmentation in ArcGIS software

*           Intermediate knowledge of building and publishing maps and data to an Enterprise Server GIS environment including ArcGIS Server, ArcSDE/ MS SQL Server and Geodatabase

*           Intermediate level skills creating GUI's, scripting and client productivity tools

 

Database:

*           Intermediate knowledge of database design, methods and principles

*           Intermediate knowledge of cross-platform database integration

*           Intermediate skills in using Oracle Spatial, MS SQL Server and ODBC database connectivity

*           Intermediate understanding of ESRI ArcSDE Geodatabases for SQL Server and/ or Oracle Locator/ Spatial

*           Intermediate understanding of Geodatabase modeling using ESRI ArcObjects Model or MS Visio

 

Application Development Methodologies/ Tools/ Architecture/ Languages:

*           Advanced level skills with ESRI software tools for spatial analysis, geospatial data processing and cartographic map production

*           Advanced level skills program scripting using Python (or similar) with ESRI Model Builder

*           Intermediate level skills working with imagery/ raster/ remotely sensed and digital terrain data using Geospatial Imaging software

*           Intermediate level skills working with GPS (e.g., Trimble or Leica)

*           Basic level skills in at least one of the following languages:  C#/ .NET, Java, or VBA

*           Basic level skills with web application development environment (.NET framework preferred)

*           Basic level skills with web/ desktop publishing tools a plus

 

Business Requirements Gathering and Project Planning:

*           Advanced level skills in creating data models/ flow charts to reflect system requirements and/ or changes required to support user requests

*           Advanced skills in requirements gathering and customer needs assessments

*           Intermediate skills in driving QA strategy - liaising between technical and business teams, as well as responsible for User Acceptance Testing (UAT)
