[gis_info] Imagery Explorer Upgrades

Imagery Explorer users,

There has been some difficulty with the WMS services and Image
Extraction Services on the Imagery Explorer.

I am currently working with the vendor to analyze the problem.
Yesterday the Image Web Server software was updated on our testing
server.  Hopefully that will be moved to our production server in a
couple of days, and we will not be having the frequent service failures.
