[gis_info] Final Wetland Mapping Standard

[HILL Milton E * EISPD GEO]

A final version of the Wetland Mapping Standard was reviewed and
discussed at the 12th Standards Forum in Bend on March 31st. The
document received group endorsement pending the addition of a statement
encouraging the use of lidar when it's available. This statement has
been added and it, along with a few other minor revisions, are
highlighted in version 2.1.1.

This standard is following the major amendment process and is now at
step 6 and will be presented to OGIC for consideration and endorsement
at their June 16 meeting.
