Information Systems Specialist 3 (GIS Data Analyst)
OREGON DEPARTMENT OF TRANSPORTATION - OCDT10147 - SALEM
This position conducts Geographic Information System (GIS) analysis,
constructs or maintains spatial data and works directly with customers
in the development of custom GIS products. The results of these efforts
are distributed statewide to customers utilizing Internet/Intranet
technology as well as desktop workstation tools. GIS products produced
by this position provide analysis to support the federally mandated
Functional Classification/Federal Aid System, National Highway System,
STIP development and the Highway Performance Monitoring System. This
position assists in delivering technical training and provides user
support for GIS applications, spatial data and GIS use throughout ODOT
Duties & Responsibilities: 
Provide direct customer support and training in the use of GIS - on-site
customer assistance may be required.
Provide a point-of-contact for customer support regarding the use of GIS
Unit developed applications and web sites.
Compile, analyze and prioritize user technical problems presenting
completed analysis and recommending solutions to steering groups and
supervisors.
Analyze GIS user needs for applications or web sites, draft Request(s)
for Work (RFW) and construct project proposals as necessary.
Participate as a team member in the development of technical standards
for web and desktop GIS applications.
Construct data and systems which support the deployment of Highway
Conditions Reports, Salmon mapping, Trans GIS and Integrated
Transportation Systems GIS products.
Construct and perform data quality control analysis of GIS data ensuring
data meets ODOT standards.
Conduct GIS data needs analysis then work closely with the GIS Spatial
Database Administrator to ensure database design meets ODOT standards
and the customer needs
Design and execute data extractions from multiple databases using
spatial analysis tools, standard SQL queries and RDBMS operators.
Work closely with customers assisting and coaching in the construction
and maintenance of custom spatial data product.

To be considered you must have:
* Bachelor's degree with an emphasis in computer science, geography,
cartography or GIS; OR 
* Associate degree in computer science, geography, cartography, GIS or
college-level coursework that includes 30 quarter (20 semester) computer
science credits - AND - one year of information systems experience in
the use and development of GIS Systems; OR 
* Three years of information systems experience in the use and
development of GIS Systems
* Applicants with the following knowledge and skills are preferred:
o Extensive education in spatial data analysis.
o Qualified for the GIS Professional Certification
o Extensive education and experience constructing and maintaining GIS
web sites.
o Experience constructing and maintaining relational spatial databases.

The position works primarily in a office environment with extensive use
of visual display terminals.
The position may be required to lift up to 60 pounds.
The employee may be required to travel statewide with occasional
overnight stays.
The employee may be required to use a state vehicle. You must possess
and maintain a current, valid driver's license and acceptable driving
record, or be able to provide an acceptable alternate method of
transportation.
Duties include working with others to develop and deliver computer
generated decision support solutions which requires collaborative
decision making. Additional duties include collecting roadway data,
which can involve working in inclement and adverse weather and traffic
conditions.

Oregon Department of Transportation you will be subject to a criminal
background check.
Due to extraordinary budgetary shortfalls, Oregon state government is
continuing cost reduction measures which include mandatory unpaid time
off (furlough days) and suspending salary step advancement during the
2009 - 2011 biennium. Positions are subject to these measures based upon
representation and salary range. In general terms, employees are subject
to 10 - 14 furlough days, and will not receive salary step increases
until at least August 31, 2010.
