[gis_info] Final Oregon Airborne LiDAR Data Standard

The final version of the Oregon Airborne LiDAR Data Standard was
reviewed and discussed at the 13th Standards Forum in Salem on November
10th. The document received group endorsement contingent on a few minor
edits which have been made and reviewed.

This is a new Standard and it's now ready for OGIC consideration at
their December 15th Meeting.
