[gis_info] Oregon Water & Monitoring Well Data Standard - Proto Standard for review

The Hydrography FIT, through a workgroup, has developed a draft of the
Oregon Water & Monitoring Well Data Standard and invites your review.
This is a "Proto Standard" in the drafting phase and this is the first
of several comment periods. This document will be presented as an
informational item at the November 10th Standards Forum.
